Երեկ Արմավիրի մարզում Նիկոլ Փաշինյանն օգտագործել է վարչական ռեսուրս՝ ընտրություններում մրցակցային առավելություն ստանալու համար։ Այս մասին ֆեյսբուքյան իր էջում գրել է Դանիել Իոաննիսյանը։

«Այստեղ կարևորը ոչ միայն (ոչ այդքան) այն էր, որ Փաշինյանի դե-ֆակտո նախընտրական գործուղումը դե-յուրե պաշտոնական էր, այլ այն, որ ելույթներում նախընտրական խոսքը մեկտեղված էր պաշտոնեական լիազորություններից բխող քայլերի հետ:

Օրինակ՝ նախարար Պապիկյանի հետ միասին քաղաքացիներին հայտնելը, որ որոշում է կայացվել ասֆալտը պետության հաշվին վերանորոգել, ամբողջությամբ լիազորություններից բխող քայլ էր, որը տեղում հենց օգտագործվեց ընտրություններում մրցակցային առավելություն ստանալու համար... Չէ՞ որ ընդդիմադիրներն իրենց քարոզարշավի ժամանակ չեն կարող ասել, որ «հենց նոր որոշեցինք ձեզ համար ասֆալտ փռել»:

Այլ կերպ ասած, պաշտոնեական դիրքն օգտագործվեց մրցակցային առավելություն ստանալու համար: Դա անընդունելի է և հանդիսանում է վարչական ռեսուրսի բացահայտ չարաշահում (լինում է նաև ծպտյալ չարաշահում):

Պաշտոնատար անձինք պետք է զերծ մնան նախընտրական քարոզչության և պաշտոնեական լիազորությունների իրականացման մեկտեղումից:

Հ.Գ. Դա նաև հակասում է Ընտրական օրենսգրքի փոփոխությունների նախագծի մեջ դրված տրամաբանությանը (թեև, նախագծով դա միայն քարոզարշավի ժամանակահատվածի համար է արգելված): Եվ հենց այս պատճառով եմ ես ասում, որ ՔՊ-ն պետք է քաղաքական կամք ունենա՝ վարչական ռեսուրսի հետ կապված Ընտրական օրենսգրքի կարգավորումներն ընդունելու համար»,-գրել է Իոաննիսյանը։
