ՀՀ կրթության, գիտության, մշակույթի և սպորտի նախարարության «Կրթական տեխնոլոգիաների ազգային կենտրոն» ՊՈԱԿ-ը գործարկել է բարձրլեռնային և սահմանամերձ համայնքներ ուսուցիչների գործուղման էլեկտրոնային համակարգը՝ www.kadrer.emis.am:

Յուրաքանչյուր ոք, ով համապատասխանում է ուսուցիչ աշխատելու չափորոշիչներին և ցանկանում է համալրել բարձրլեռնային և սահմանամերձ բնակավայրերի դպրոցներում առկա թափուր աշխատատեղը, կայքի միջոցով կարող է ներկայացնել առցանց դիմում։

Մուտք գործելով կայք՝ հայտատուն գրանցվում է՝ ստեղծելով իր օգտահաշիվը և մի քանի պարզ գործողություններով նախ լրացնում է դիմումը, ապա կցում պահանջվող փաստաթղթերը:

Կայքում հասանելի է թափուր աշխատատեղի վերաբերյալ ամբողջական տեղեկատվությունը՝ աշխատավարձի չափ, ժամաքանակ և այլն։

Ստացված դիմումների հիման վրա ԿԳՄՍ նախարարությունում ձևավորվում է ամբողջական, մշտապես լրացվող, ավտոմատացված տվյալների բազա, որի ուսումնասիրությունից հետո նախարարությունը պայմանագրի կնքման համապատասխան առաջարկություն է ներկայացնում թափուր հաստիքին առավելագույնս համապատասխանող հայտատուին։

Հայտատուն ավտոմատացված կերպով իր օգտահաշվում անմիջապես տեսնում  է առաջարկը և համաձայնում կամ մերժում այն։ Աշխատանքի երեք առաջարկ չընդունելու դեպքում՝ տվյալ հայտատուի դիմումները նախարարության կողմից չեն դիտարկվի հաջորդող երեք տարիների ընթացքում։ 

Կայքը հնարավորություն է տալիս մեկ վայրում իրական ժամանակում տեսնել բարձրլեռնային և սահմանամերձ համայնքների դպրոցներում առկա ուսուցչական բոլոր թափուր հաստիքները, որոնք տվյալ պահին մրցութային կարգով համալրված չեն։ 

Կայքի գործարկումը թույլ է տալիս էականորեն նվազեցնել վարչարարությունը, կոռուպցիոն ռիսկերը, ինչպես նաև թափուր աշխատատեղերի դիտարկման համար ծախսվող ժամանակը։ Ծրագրի նպատակը բարձրլեռնային և սահմանամերձ համայնքների դպրոցներում առկա թափուր աշխատատեղերի համալրումն է որակյալ մասնագետներով, ինչպես նաև դպրոցում կրթության որակի ապահովումը։

Ուսուցիչ աշխատելու չափորոշիչներին համապատասխանող և բարձրլեռնային և սահմանամերձ բնակավայրերի դպրոցներում առկա թափուր աշխատատեղը համալրել ցանկացող անձինք արդեն իսկ կարող են կայքի միջոցով ներկայացնել առցանց դիմում:
