«Պատերազմն արդեն 5 ամիս է, ինչ ավարտված է, սակայն պարիտետային փաստահավաք հանձնաժողով ստեղծելու մասին մեր առաջարկն այդպես էլ որևէ արձագանք չստացավ։

Նախ ասվեց, որ հանձնաժողովի ստեղծմանն իշխանությունը դեմ չէ, այնուհետև հայտարարեցին, որ կառավարության որոշմամբ փաստահավաք խումբ ստեղծելու մեր առաջարկը հակասահմանադրական է, ինչից հետո մեր կողմից կազմվեց օրենքի նախագիծ, որի օրինակը տրվեց անձամբ վարչապետին։ 

Սակայն մինչ այժմ որևէ պատասխան չենք ստացել։ 

Ավելին, տեղեկություններ կան, որ վարչապետի և գեներալիտետի վերջին հանդիպման ժամանակ վարչապետը հավաստիացրել է, որ ոչ մի քննություն չի լինելու, որ չանհանգստանան, միայն թե իր իշխանության դեմ դուրս չգան, իսկ եղած թերություններն իրենց մեջ փակ ռեժիմով կքննարկեն, կանցնեն առաջ: 

Այսինքն՝ պաշտոնապես կարող ենք արձանագրել, որ իշխանությունն անկարող է պատասխան տալ իր կողմից պատերազմն ապաշնորհ կառավարելու ազգակործան հետևանքների համար։
Շատ կարևոր էր նաև, որպեսզի բոլոր քաղաքական ուժերը միահամուռ պահանջեին այն, ինչը տրամաբանական էր և շատ կարևոր, սակայն այլ ուժերից շատերն ուղղակի հստակ դիրքորոշում այդպես էլ չհայտնեցին։

Մինչդեռ պատերազմի վերաբերյալ խորը և համակողմանի ուսումնասիրությունը ոչ միայն հնարավորություն կտար պատասխանատվության ենթարկելու մեղավոր անձանց, այլ նաև դասեր քաղելու և այսուհետ ճիշտ գործողություններ կատարելու մեր ռազմավարության, սպառազինության, ռեսուրսների կառավարման, բանակցությունները վարելու և մյուս էական ուղղություններում։

Չիմանալով՝ որտեղ ենք սխալվել, չենք կարողանալու խուսափել ապագա նման արհավիրքներից»։ 

Պատերազմն արդեն 5 ամիս է, ինչ ավարտված է, սակայն պարիտետային փաստահավաք հանձնաժողով ստեղծելու մասին մեր առաջարկն այդպես...
