ՀՀ նախագահ Արմեն Սարգսյանի և ՀՀ մարդու իրավունքների պաշտպան Արման Թաթոյանը ապրիլի 19-ին համատեղ այց են կատարել Սյունիք մարզի Խնածախ գյուղ, Գորիս քաղաք: Այս մասին ֆեյսբուքյան իր էջում գրել է ՀՀ մարդու իրավունքների պաշտպան Արման Թաթոյանը։

«Խնածախում առաջնային հարցն է գյուղի բնակիչների իրավունքների վերականգնումը, որ ոտնահարվել են ադրբեջանական զինված ուժերի գյուղի անմիջական հարևանությամբ հայտնվելուց պատճառով: Գյուղի բնակիչներն անվտանգության խնդրի պատճառով չեն կարողանում օգտվել իրենց հողատարածներից ու այգիներից, չեն կարողանում օգտագործել արոտավայրերն ու խոտհարքները: Այս վիճակի պատճառով էլ մարդիկ զրկվում է իրենց ընտանիքի եկամտի աղբյուրից: Այսինքն՝ խախտված են նրանց սեփականության, տնտեսական գործունեության և կենսական կարևորության սոցիալ-տնտեսական այլ իրավունքներ:

Դրանից բացի, վտանգված են քաղաքացիական բնակիչների կյանքի, առողջության, ֆիզիկական ու հոգեկան անձեռնմխելիության և միջազգայնորեն ճանաչված այլ իրավունքներ: Ստեղծված իրավիճակը խնդրահարույց է նաև երեխաների լավագույն շահերի, նրանց անվտանգության տեսանկյունից:

Խնածախում բնակիչների հետ քննարկվեցին նաև նրանց հուզող այլ հարցեր՝ կապված սահմանամերձ համայնք դառնալուց հետո գյուղի բնակիչների իրավունքներին, սոցիալ-տնտեական հարցերում պետության աջակցությանը, երեխաների իրավունքների հարցեր, մասնավորապես՝ կապված մանկապարտեզ և դպրոց երեխաների հաճախելու, նրանց կրթության հետ և այլն:

Գորիս քաղաքում Հանրապետության նախագահի և Մարդու իրավունքների պաշտպանի մասնակցությամբ տեղի ունեցան համատեղ քննարկումներ Գորիս համայնքի ղեկավարի, Հարթաշեն, Ներքին Խնձորեսկ, Քարահունջ և գյուղական մի շարք այլ բնակավայրերի ղեկավարների, ինչպես նաև Սիսիան համայնքի ղեկավարի հետ: Մանրամասն քննարկվել են համայնքներում մարդկանց իրավունքներին վերաբերող, նրանց հուզող խնդիրները:

Ակնհայտ է, որ Սյունիքի մարզի գյուղերի հարևանությամբ ադրբեջանական զինված ուժերի ծառայողների ներկայությունը չունի որևէ իրավական հիմք, ապօրինի է: Այս եզրահանգումն ունի իրավական կոնկրետ հիմնավորումներ, որոնք նրանց ներկայությունն ընդհանրապես դարձնում են ապալեգիտիմ: Այս մասին ՀՀ մարդու իրավունքների պաշտպանը նշել է բազմիցս:

Կարևոր է ՀՀ նախագահի դիրքորոշումն այն մասին, որ սահմանների հարցում առկա է անորոշություն ու այս վիճակը խախտում է գյուղերի բնակիչների իրավունքները:

Հետևաբար, ակնհայտ է, որ Սյունիքում մարդու իրավունքների երաշխավորման նպատակով պետք է ստեղծվի անվտանգության գոտի:
ՀՀ նախագահի և ՀՀ մարդու իրավունքների պաշտպանի աշխատակազմերը կամփոփեն այս համատեղ այցի արդյունքները և ըստ իրավասության՝ կձեռնարկվեն համապատասխան քայլեր, այդ թվում՝ համատեղ»,- գրել է նա:
