ՀՀ նախկին փոխվարչապետ Արմեն Գևորգյանը գրել է․

«Ամեն անգամ երբ Երևանում հայտնվում եմ խցանման մեջ՝ պատկերացնում եմ թե ինչ կկատարվեր քաղաքում, եթե 2000-ականների սկզբին չկառուցվեին Երևանում նոր ճանապարհներ: Օրինակ, Սարալանջի ճանապարհը, կրկեսից դեպի Հերացի փողոց տանող հատվածը, Վերին Անտառային փողոցը՝ իր նոր կամուրջներով, Դավիթաշենի կամուրջը, Բելաջիո-ի մոտի թունելը և այլ տրանսպորտային հանգույցներ: Քաղաքը կխեղդվեր խցանումներից: 

Բայց երկրի ղեկավարը՝ Ռ.Քոչարյանը կարողացավ  կանխատեսել և որոշումներ կայացնել: Եվ այնուհետև հետևողականորեն իրականացրեց ընդունված որոշումները: Մի խոսքով, պետք է կարողանալ տեսնել ապագան և ի վիճակի լինել այն ավելի մոտեցնել մարդկանց:

Պետական աշխատանքում կարևոր է վերլուծելու և կանխատեսելու ունակությունը: Պոպուլիստների համար սա բարդ խնդիր է: Ինչ-որ իմաստով անիրագործելի: 

Տեսեք, թե ինչ արեց Նիկոլը գյուղում իր ընտրողների հետ: Նա իրականացրեց այսպես կոչված գյուղատնտեսական վարկերի համաներում և որոշեց, որ լուծել է երկրում գյուղատնտեսության զարգացման խնդիրները: Գյուղական ընտրողներից ձայներ ստանալով՝ գյուղնախարարությունը վերացնում է, իսկ գյուղում ապրող մարդկանց մեծամասնությանը ներշնչում, որ չաշխատելով կարող են փող ակնկալել:
Պետք է ունենալ հատուկ ունակություն`մեր նման երկրում գյուղատնտեսության նախարարությունը վերացնելու համար: Երկու տարի շարունակ, ինչ այն չկա, չեմ լսել այն մասին, թե ինչ նոր նպատակային և ռազմավարական զարգացման ծրագրեր կան գյուղատնտեսության զարգացման ոլորտում:

Բայց հողին կապված մարդիկ միշտ իմաստուն են ու խոհեմ: Կարծում եմ, որ նրանք նույնպես աստիճանաբար հեռանում են սպասումների էյֆորիայից և վերադառնում են իրականություն՝ հույս ունենալով, որ ապագա կառավարությունը նրանց միայնակ չի թողնի բազմաթիվ խնդիրների հետ:
