Ն.Ս.Օ.Տ.Տ. Գարեգին Բ ամենայն հայոց կաթողիկոսը ուղերձ է հղել Հաղթանակի և խաղաղության տոնի, Շուշիի ազատագրության և Արցախի պաշտպանության բանակի հիմնադրման օրերի առիթով։ Ուղերձում ասվում է․ 

«Սիրելի հայորդիներ,

Մայիսի 9-ի նվիրական այս օրը վերարժևորում ենք մեր ժողովրդի ներդրած

անմնացորդ ջանքերը, որոնք նպաստեցին Երկրորդ համաշխարհային պատերազմում ֆաշիզմի և բռնության դեմ հաղթանակի կերտմանը և աշխարհում խաղաղության հաստատմանը: Արցախյան հերոսամարտում Շուշիի ազատագրման և Արցախի բանակի կազմավորման խորհրդանշական այս նույն օրը, սակայն, անդրադառնում ենք նաև անցյալ տարի Ադրբեջանի սանձազերծած պատերազմի ողբերգական հետևանքներին։ Ադրբեջանի կողմից շարունակվում են խաղաղ բնակչության դեմ ոտնձգությունները, անմարդկային խոշտանգումների են ենթարկվում գերության մեջ գտնվող մեր զինվորականներն ու քաղաքացիական անձինք, հետևողականորեն ոչնչացվում է հայկական հոգևոր ու մշակութային բազմադարյա ժառանգությունը Արցախում։ 

Սիրելի ժողովուրդ, այսօր առկա նոր մարտահրավերներին հանդիման մեզ համար հրամայական է հայոց բանակի զորացումը, որ երաշխավորն է մեր հայրենիքի անվտանգության ու մեր խաղաղ կյանքի։ Մայիսի 9-ը՝ իբրև հաղթանակի և խաղաղության տոն, մեզ համար միշտ լինելու է ոգեշնչման աղբյուր և վկայություն, որ մեր հաղթանակներն ու ձեռքբերումները հնարավոր է կերտել համազգային միասնականության անպարտ ուժով։

Մենք պարտք ունենք մեր նահատակների ու նոր սերնդի առջև՝ ի գին ամեն զոհողության շենացնելու հայրենի մեր երկիրը և վերանորոգելու մեր կյանքի խաթարված ընթացքը, ջանքեր ներդնելու հանուն արցախահայության խնդիրների հաղթահարման և հետևողականորեն պայքարելու հանուն ազգային մեր իղձերի ու նպատակների իրականացման։

Աղոթում ենք նահատակված հայորդիների հոգիների հանգստության, գերիների ու անհայտ կորածների վերադարձի, վիրավորների ապաքինման համար: Հայցում ենք, որ Բարձրյալ Տերը Իր օրհնության ներքո խաղաղության ու ապահովության մեջ պահպանի մեր Հայրենիքը և զորացնի մեր ժողովրդին ոգու արիությամբ, հույսով ու հավատով, այսօր և միշտ. Ամեն»։
