ՀՔԾ պետը ԵՄ փորձագետների հետ քննարկել է քննչական գործողությունների տեսաձայնագրման անհրաժեշտությունը

Եվրոպական միության կողմից իրականացվող «Աջակցություն Հայաստանում մարդու իրավունքների պաշտպանությանը» ԵՄ բյուջետային աջակցության ֆինանսավորման համաձայնագրի գործողությունների կատարողականը գնահատելու նպատակով Հայաստանում ԵՄ պատվիրակության նախաձեռնած մշտադիտարկման առաքելության շրջանակներում ՀՀ հատուկ քննչական ծառայության պետ Սասուն Խաչատրյանը, պետի տեղակալ Վլադիմիր Հովհաննիսյանը և ծառայության Խոշտանգումների և մարդու դեմ ուղղված հանցագործությունների քննության վարչության պետը  հանդիպել են փորձագետներ Մուշեղ Եկմալյանի և Յանիս Սոֆիանոպուլոսի հետ: Այս մասին հայտնեցին ՀՀ հատուկ քննչական ծառայությունից:

Հանդիպման ընթացքում փորձագետներին ներկայացվել են խոշտանգումների և մարդու դեմ ուղղված հանցագործությունների քննության առանձնահատկություններն ու խոշտանգման դեպքերով ծառայությունում քննվող քրեական գործերի վերաբերյալ  վիճակագրական տվյալները: Անդրադարձ է եղել նաև նշված քրեական գործերի ընթացքին, այդ թվում` նախաքննության փուլում հանդիպող որոշ խոչընդոտներին:

Ծառայության պետին շնորհակալություն հայտնելով հանդիպման կազմակերպման և ջերմ ընդունելության համար` փորձագետները ներկայացրել են իրենց ծրագրի հիմնական թիրախային ուղղությունները, որոնք են` աջակցությունը մարդու իրավունքների պաշտպանությանն ու գենդերային հավասարությանը: Նրանք նշել են, որ հիշյալ ծրագրով նախանշված գործողությունները իրականացվում են երկու փուլով, որոնցից առաջինը համաձայնագրի գործողությունների կատարողականը գնահատելու նպատակով իրականացվող մշտադիտարկումն է, իսկ երկրորդը` Հայաստանում իրականացվելիք նոր ծրագրի վերաբերյալ առաջարկության ներկայացումը, որի քաղաքականության մշակման շուրջ այժմ բանակցություններ են տարվում:  Փորձագետները միաժամանակ հայտնել են, որ գործողությունների իրականացման երկրորդ փուլով նախատեսվում է ձևավորել Հայաստան-ԵՄ փոխգործակցության նոր հարթակ, որի շրջանակներում կարիքների գնահատման գործընթաց է նախատեսվում:

Հանդիպման ընթացքում քննարկվել է նաև ոստիկանությունում և քննչական մարմիններում նյութերի նախապատրաստման և հարուցված քրեական գործերի քննության շրջանակներում կատարվող քննչական գործողությունների տեսաձայնագրման անհրաժեշտությունը, որն, ըստ կողմերի, կնպաստի խոշտանգման և վատ վերաբերմունքի դեպքերի բացահայտմանն ու քննության արդյունավետության բարձրացմանը:
