Առաջիկա ընտրությունների հետ կապված ՀՀ գլխավոր դատախազությունում ձևավորվել է աշխատանքային խումբ

ՀՀ գլխավոր դատախազ Արթուր Դավթյանի հրամանով ՀՀ գլխավոր դատախազությունում ստեղծվել է աշխատանքային խումբ՝ 2021թ. հունիսի 20-ին նշանակված ՀՀ Ազգային ժողովի արտահերթ ընտրությունների նախապատրաստման և անցկացման ընթացքում հնարավոր ընտրական հանցագործությունների վերաբերյալ հրապարակումները, քաղաքացիների հաղորդումները և ահազանգերը գրանցելու և հաշվառելու, հաղորդումների քննարկման և դրանց հիման վրա նախապատրաստվող նյութերի ու հարուցված քրեական գործերի նախաքննության նկատմամբ դատախազական հսկողության արդյունավետությունը բարձրացնելու նպատակով:

Դատախազությունից հայտնում են, որ նկատի ունենալով ընտրական ողջ գործընթացն առանց հանցավոր խախտումների, ժողովրդավարական սկզբունքներին համապատասխան անցկացնելու հրամայականը՝ աշխատանքային խումբը կղեկավարի անձամբ ՀՀ գլխավոր դատախազը: Խմբում ընդգրկվել են ՀՀ գլխավոր դատախազի տեղակալները, ինչպես նաև դատախազության և վերջինիս աշխատակազմի այն կառուցվածքային ստորաբաժանումների ղեկավարները, որոնք ունեն գործառույթներ կապված ընտրական հանցագործություններով իրականացվող քրեական վարույթների, տեղեկատվության հավաքագրման և մշակման հետ:    

Աշխատանքային խումբն իրականացնելու է ընտրական գործընթացների վերաբերյալ ԶԼՄ-ների և տեղկատվական-համացանցային այլ ռեսուրսների հրապարակումների լայնածավալ մշտադիտարկում, ուսումնասիրելու է արտահերթ ընտրությունների նախապատրաստման և անցկացման ընթացքում հնարավոր ընտրական հանցագործությունների վերաբերյալ վերոնշյալ մշտադիտարկմամբ, ինչպես նաև այլ եղանակներով ստացված հաղորդումները բավարար հիմքերի դեպքում ընթացքավորման, ենթակայության հարցերի որոշումը, աջակցություն է ցուցաբերելու դատախազության կառուցվածքային ստորաբաժանումներին և դատախազներին այդ հաղորդումների քննարկման, նյութերի նախապատրաստման և հարուցված քրեական գործերի նախաքննության նկատմամբ դատախազական հսկողություն իրականացնելիս:

Խմբի խնդիրների մեջ է մտնում նաև կատարվող վերոնշյալ աշխատանքների և դրանց ընթացիկ արդյոնքների վերաբերյալ պարբերաբար և օպերատիվ կերպով լուսաբանում ապահովելը:

Աշխատանքների արդյունավետությունն ապահովելու նպատակով առաջիկայում ՀՀ գլխավոր դատախազությունում կգործարկվի թեժ գիծ՝ ընտրություններում ներգրավված սուբյեկտների ահազանգերին արագ և արդյունավետ արձագանքելու նպատակով, որի մասին կիրազեկվի լրացուցիչ:

Ընտրական հանցագործությունների դեմ պայքարի շրջանակում աշխատանքային խումբը սերտորեն համագործակցելու է ՀՀ կենտրոնական ընտրական հանձնաժողովի, դիտորդական առաքելություն իրականացնող և շահագրգիռ միջազգային և տեղական կազմակերպությունների, իրավապահ մյուս մարմինների, ընտրությունները լուսաբանող լրատվամիջոցների հետ:

Դատախազության կառուցվածքային ստորաբաժանումներիի և դատախազների առջև խնդիր է դրվել ընտրական իրավախախտումների վերաբերյալ հաղորդումները քննարկել, դրանց ընթացք տալու և քրեական վարույթների շրջանակներում դատազական գործառույթներն իրացնելու հարցերը լուծել հնարավոր ամենաբարձր օպերատիվությամբ և ընդգծված հետևողականությամբ:
