Հայաստանի Հանրապետության անվտանգության խորհրդի քարտուղար Արմեն Գրիգորյանը Ազգային ժողովի արտահերթ նիստի ժամանակ ներկայացրեց, թե ինչ գործընթացներ են սպասվում ՀՀ վարչապետի պաշտոնակատար Նիկոլ Փաշինյանի կողմից ՀԱՊԿ Հավաքական անվտանգության խորհրդի գործող նախագահ, Տաջիկստանի Հանրապետության նախագահ Էմոմալի Ռահմոնին դիմելուց հետո։ Գրիգորյանը նշեց, որ նամակը ստանալուց մեկ օրվա ընթացքում նախագահող երկրի ղեկավարի հանձնարարականով մշտական խորհրդի նիստ է հրավիրվում։

«Գիտեք, որ մշտական խորհրդում պետությունների լիազոր ներկայացուցիչներն են։ Բացի մշտական խորհրդի նիստից, եռօրյա ժամկետում ՀԱՊԿ անդամ երկրների անվտանգության խորհրդի քարտուղարների կոմիտեն, արտաքին գործերի նախարարների կոմիտեն, ինչպես նաև Պաշտպանության նախարարների կոմիտեն սկսում են աշխատանքներ իրավիճակը գնահատելու համար։

Տեղեկացնեմ, որ և ՀՀ պաշտպանության նախարարը, և Արտաքին գործերի նախարարը, և ես՝ որպես Անվտանգության խորհրդի քարտուղար, նախնական աշխատանքներ այս ուղղությամբ իրականացնում ենք։ Խոսել ենք Ռուսաստանի մեր գործընկերների հետ, ներկայացրել ենք իրավիճակը, նաև Արտգործնախարարը և Պաշտպանության նախարարը՝ ՀԱՊԿ գլխավոր քարտուղարի հետ։ Եվ կարող ենք ասել, որ նախնական նախապատրաստական աշխատանքները սկսել ենք, որպեսզի եռօրյա ժամանակում մեր կոմիտեները կարողանան ընդհանուր իրավիճակի վերաբերյալ գնահատական տալ»,- ասաց Գևորգյանը։

Նա նշեց, որ եռօրյա ժամկետում կոմիտեները ընդհանուր գնահատական կտան իրավիճակին և ըստ այդ գնահատականի ՀԱՊԿ խորհրդի նիստ կհրավիրվի։

«Նշեմ, որ ՀԱՊԿ խորհրդի նիստը պարտադիր չի, եթե այս երեք կոմիտեները եզրակացություններ են ներկայացնում և իրավիճակի որոշակի լուծումներ է լինում։ Այս դեպքում կարող է և ՀԱՊԿ խորհրդի նիստ չկայանալ։ Բայց եթե իրավիճակը այնպես զարգանա, որ անհրաժեշտություն լինի, ապա ՀԱՊԿ խորհրդի նիստ էլ կկայանա։

Նշեմ, որ ՀԱՊԿ խորհրդի նիստում են գտնվում ՀԱՊԿ անդամ երկրների ղեկավարները և ընդհանուր իրավիճակի հետ կապված որոշումներ կարող են կայացվել»,- հավելեց Գրիգորյանը։

ԱԽ քարտուղարը շատ կարևորեց այն հանգամանքը, որ ՀԱՊԿ-ն, որպես միջազգային կառույց, պարտավորություններ ունի Հայաստանին ռազմական օգնություն ցուցաբերելու։

«Մենք քաղաքական և դիվանագիտական լուծման կողմնակից ենք, մենք բոլոր գործիքները կիրառելու ենք, որպեսզի քաղաքական և դիվանագիտական լուծում տանք իրավիճակին, բայց եթե անհրաժեշտություն լինի, մենք կգործարկենք ՀԱՊԿ անվտանգության համակարգի այլ մեխանիզմներ, որպեսզի վերականգնենք Հայաստանի տարածքային ամբողջականությունը և սուվերենությունը»,- եզրափակեց Գրիգորյանը։
