Ընդունելի չէ «ադրբեջանական անկլավ» ձևակերպումը․ ՄԻՊ-ը՝ Հ1-ի ռեպորտաժի մասին

Մարդու իրավունքների պաշտպանը ֆեյսբուքյան էջում գրել է․
«Մարդու իրավունքների պաշտպանի համար խիստ դատապարտելի են Հանրային հեռուստաընկերության «Լուրեր» թողարկմամբ երեկ եթեր հեռարձակված ռեպորտաժի շեշտադրումները՝ կապված Տավուշի ու Արարատի մարզերի, այսպես կոչված, «ադրբեջանական անկլավների» հետ:
 
Ռեպորտաժը, որտեղ Տիգրանաշենը պարզապես ներկայացվում է որպես ադրբեջանական տարածք, հաշվի չի առնում ՀՀ բնակչության ու առաջին հերթին՝ սահմանային բնակիչների իրավունքներն ու նրանց անվտանգությունը և հարցերը քննարկում է միայն քարտեզներում լինել-չլինելու լույսի ներքո:
 
Ինչպես Տիգրանաշենի, այնպես էլ մյուս գյուղերի հետ կապված հաշվի առնված չեն նաև պատմական փաստերը ԽՍՀՄ տարիներին, երբ որոշումները կայացվել են Հայաստանի սահմանային գյուղերի բնակիչների իրավունքների կոպիտ ոտնահարումների հաշվին, ինչպես նաև դրանց ռազմավարական կենսական նշանակությունը ՀՀ քաղաքացիների իրավունքների պաշտպանության տեսանկյունից:
 
Այդ նյութում առկա ձևակերպումներն ուղղակիորեն հակասում են առանց այն էլ այս բարդ իրավիճակում ՀՀ սահմանային բնակիչների իրավունքներին ու նպաստում են ոչ միայն նրանց, այլ նաև ՀՀ սահմանային անվտանգության խաթարմանը, քանի որ դրանում առկա են բացահայտ ոչ մասնագիտական, մեխանիկական մոտեցումներ ու ակնհայտ սխալ ձևակերպումներ: Հենց այս տեսանկյունից է նաև, որ մարդու իրավունքների տեսանկյունից ընդունելի էլ չէ «ադրբեջանական անկլավ» քաղաքական-մեխանիկական ձևակերպումը:
 
Հանրային հեռուստաընկերությունը, լինելով ՀՀ կառավարության կողմից հիմնադրված, պարտավոր է հաշվի առնել, որ իր պատրաստած նյութերն ընկալվում են՝ որպես պետական մոտեցում, ինչն էլ նշանակում է, որ այդ նյութերը կարող են օգտագործվել նաև ՀՀ քաղաքացիների իրավունքների դեմ տարբեր, այդ թվում՝ միջազգային ատյաններում:
 
Հանրային հեռուստաընկերության կողմից հեռարձակվող նմանատիպ ձևակերպումներով նյութերը Մարդու իրավունքների պաշտպանը դիտարկում է նաև այն ձևակերպումների ներքո, որ վերջին շրջանում օգտագործում են ՀՀ որոշ պաշտոնյաներ` դրանով հակասելով սահմանային բնակիչների իրավունքներին ու նրանց անվտանգությանը:
 
Ուստի, Հանրային հեռուստաընկերությունից պահանջում ենք ՀՀ սահմանային բնակիչների իրավունքներին վերաբերող նյութեր պատրաստելիս ղեկավարվել բացառապես մասնագիտական մոտեցումներով:
 
Բոլոր լրատվամիջոցներին ևս հորդորում ենք սահմաններին վերաբերող հարցերի հետ կապված նկատի ունենալ, որ դրանք ուղղակիորեն վերաբերում են նաև սահմանային բնակիչների, իսկ շատ դեպքերում նաև ՀՀ ողջ բնակչության իրավունքներին ու անվտանգությանը և լուսաբանումներում չանել այնպիսի ձևակերպումներ, որոնք հիմնված չեն մասնագիտական մոտեցումների վրա, հաշվի չեն առնում մարդու իրավունքների վտանգները:»
