Չեխիայի խորհրդարանի հանձնաժողովն Ադրբեջանին կոչ է արել անհապաղ ազատ արձակել հայ գերիներին

Չեխիայի Հանրապետության Պատգամավորների պալատի արտաքին հարաբերությունների հանձնաժողովը բանաձև է ընդունել, որով Ադրբեջանին կոչ է անում անհապաղ և անվերապահորեն ազատել հակամարտության ընթացքում և դրանից հետո գերեվարված բոլոր հայ ռազմական և քաղաքացիական գերիներին և հետագայում զերծ մնալ կամայական կալանքներից:

«Արտաքին գործերի փոխնախարար Մարտին Պովեյշիլի հիմնավորման, Յիրժի Կոբզայի կողմից ուղարկված զարգացումների մասին տեղեկանքի հիման վրա և բանավեճից հետո արտաքին հարաբերությունների կոմիտեն, նկատի ունենալով, որ 2021թ. մարտի 19-ին «Human Rights Watch»-ը հաղորդեց, որ Ադրբեջանի անվտանգության և զինված ուժերը բռնություն են գործադրում հայ ռազմագերիների նկատմամբ և նրանց՝ գերի վերցնելու պահին, տեղափոխելիս կամ տարբեր բանտերում պահելու ընթացքում ենթարկում դաժան ու նվաստացուցիչ վերաբերմունքի և խոշտանգումների.
  1. կոչ է անում անհապաղ և անվերապահորեն ազատել հակամարտության ընթացքում և դրանից հետո գերեվարված բոլոր հայ ռազմական և քաղաքացիական գերիներին և կոչ է անում Ադրբեջանին հետագայում զերծ մնալ կամայական կալանքներից: Հակամարտության կողմերին հորդորում է ամբողջությամբ պահպանել 2020թ. նոյեմբերի 9-ի եռակողմ հրադադարը, որը նախատեսում է ռազմագերիների, պատանդների և այլ կալանավորվածների, ինչպես նաև՝ զինված հակամարտության ընթացքում զոհված անձանց աճյունների փոխանակում:
  2. Ցավում է Լեռնային Ղարաբաղում Հայաստանի և Ադրբեջանի միջև վերջին պատերազմի ընթացքում տեղի ունեցած բռնությունների համար: Իր համերաշխությունն է հայտնում զոհերին և նրանց ընտանիքներին։ Ցավում է հրադադարի ռեժիմի խախտման համար, ինչը հանգեցրել է մարդկային հետագա տառապանքների, մարդկային կորուստների և ավերածությունների: Դատապարտում է խաղաղ բնակչության դեմ ուղղված բոլոր հարձակումները և հիշեցնում, որ պետությունները միջազգային մարդասիրական իրավունքի ներքո պարտավոր են պաշտպանել խաղաղ բնակիչների կյանքը:

III. Անհրաժեշտ է համարում, որ Ադրբեջանի կառավարությունը տրամադրի զինված հակամարտության համատեքստում գերության մեջ գտնվող բոլոր անձանց սպառիչ ցուցակները և տրամադրի տեղեկություններ նրանց գտնվելու վայրի և նրանց առողջության մասին, ներառյալ՝ տեղեկություններ գերության մեջ մահացածների մասին:

  1. Անհրաժեշտ է համարում, որ Ադրբեջանի կառավարությունը հայ գերիների հարցում լիովին համագործակցի Մարդու իրավունքների եվրոպական դատարանի հետ և կատարի դատարանի նախնական վճիռները, որոնցով Ադրբեջանին պարտավորեցրել է մանրամասն տեղեկատվություն տրամադրել գերիների պահման պայմանների, նրանց առողջական վիճակի և նրանց վերադարձի համար ձեռնարկված միջոցառումների մասին.
  2. Մենք խնդրում ենք Չեխիայի Հանրապետության կառավարությանը Եվրամիության շրջանակներում, ՄԱԿ-ում և այլ միջազգային կազմակերպություններում գործել վերոնշյալ ոգով»:
