«Հանրային հեռուստաընկերությունը նախընտրական քարոզչության շրջանակում մինչ այս պահն առաջնորդվել է երրորդ կողմի իրավունքների առերևույթ խախտումը կանխելու սկզբունքով և օրենսդրական վիճելի կարգավորումների պայմաններում կուսակցությունների, կուսակցությունների դաշինքների հետ համագործակցությամբ ձեռնպահ է մնացել իրավական տեսանկյունից խնդրահարույց դրվագների ցուցադրությունից: Հանրայինը նախօրեին դիմել էր Հեռուստատեսության և ռադիոյի հանձնաժողովին, Կենտրոնական ընտրական հանձնաժողովին և Մարդու իրավունքների պաշտպանին՝ խորհրդատվական կարծիքի համար՝ նման դեպքերում հստակ և համապարփակ իրավական մոտեցում ցուցաբերելու նպատակով: Առաջին ալիքը, ուսումնասիրելով շահագրգիռ կառույցների կողմից ստացված պատասխանները, եզրակացրել է, որ կուսակցությունների և կուսակցությունների դաշինքների կողմից իրականացվող նախընտրական քարոզչության բովանդակության գնահատումը, չունենալով օրենքով հստակ սահմանված չափորոշիչներ և սահմաններ, պարունակում է սուբյեկտիվության ռիսկեր:
