«Պաշտպանի թեժ գծի ահազանգի մանրամասները «Հայաստան» դաշինքի համակիրներին Ոստիկանության բաժնում բռնության ենթարկելու վերաբերյալ. գրություններ են ուղարկվել Դատախազություն և Ոստիկանություն

2021 թվականի հունիսի 16-ին ՀՀ մարդու իրավունքների պաշտպանի թեժ գծի հեռախոսահամարին է զանգահարել «Հայաստան» դաշինքի նախընտրական ցուցակում ընդգրկված պատգամավորի թեկնածու Հայկազ Հարությունյանը և հայտնել, որ Վայոց ձորի մարզի Եղեգնաձոր քաղաքում գտնվող «Հայաստան» դաշինքի շտաբի դիմացից Վարչապետի պաշտոնակատարի քարոզարշավի ընթացքում Ոստիկանության պարեկապահակետային ծառայության 3-րդ հատուկ գումարտակի «կարմիր բերետավորները» բերման են ենթարկել Տիգրան Խուդոյանին, Հայկ Մուրադյանին և Շահեն Վարդանյանին։ Հ. Հարությունյանը պնդել է, որ Պաշտպանի աշխատակազմ ահազանգ ներկայացնելու պահի դրությամբ տեղեկություն չի ունեցել այդ անձանց գտնվելու վայրի մասին։

Ահազանգի կապակցությամբ Մարդու իրավունքների պաշտպանի աշխատակազմը Ոստիկանությունից պարզաբանումներ է ստացել այն մասին, որ նշված անձինք բերման են ենթարկվել ՀՀ քրեական օրենսգրքի 149.1-րդ հոդվածով նախատեսված արարքի կատարման կասկածանքով (հավաքը խոչընդոտելը), նրանցից երկուսը տեղափոխվել են քննչական մարմին: Այս մասին հետո տեղյակ է պահվել Պաշտպանի թեժ գծին զանգահարած անձը:

Այնուհետև Հ. Հարությունյանը կրկին կապ է հաստատել և տեղեկացրել, որ Տիգրան Խուդոյանը դուրս է եկել քննչական մարմնի վարչական շենքից՝ ձեռքի հատվածում վիրակապված, ունի ձեռքի հոդի խախտում (ըստ տվյալ անձի՝ ձեռքը «դուրս է ընկել»):

Տ. Խուդոյանը հայտնել է, որ մարմնական վնասվածքը ստացել է ոստիկանների կողմից բերման ենթարկելիս իր նկատմամբ ձեռնաշղթա գործադրելու արդյունքում: Տեղեկացրել է նաև, որ ձեռքի մատներն ամպուտացված են, այդ պատճառով Ոստիկանության ծառայողներին նախապես խնդրել է իր նկատմամբ ձեռնաշղթա չգործադրել, սակայն, այնուամենայնիվ, ձեռնաշղթան գործադրվել է:

Ըստ ահազանգի՝ բերման ենթարկվելու, ինչպես նաև Ոստիկանության բաժնում գտնվելու ընթացքում Տ. Խուդոյանի նկատմամբ ոստիկանները կիրառել են բիրտ ուժ, ծեծի է ենթարկվել նաև այդ պահին ազատությունից զրկված մյուս անձը՝ Շահեն Վարդանյանը, ում «Շտապօգնություն» ծառայության բրիգադ է այցելել:

Ավելի ուշ զանգվածային լրատվության միջոցներով տեղեկություններ են հրապարակվել այն մասին, որ Ոստիկանության բաժին բերման ենթարկված անձանց նկատմամբ ֆիզիկական ոչ համաչափ ուժ է գործադրվել, հրապարակվել է նաև լուսանկար:

Հաշվի առնելով ահազանգի հանգամանքները, նկատի ունենալով ազատությունից զրկված անձանց բռնության ենթարկելու կոնկրետացված տեղեկությունները՝ Մարդու իրավունքների պաշտպանի աշխատակազմից գրություններ են ուղարկվել Դատախազություն և Ոստիկանություն՝ ՀՀ քրեական դատավարության օրենսգրքով նախատեսված ընթացակարգի շրջանակում ստուգելու համար Ոստիկանության բաժնում քաղաքացիներին բռնության ենթարկելու մասին տեղեկությունները»:
