ՊԵԿ-ը հարկ վճարողներին հորդորում է վճարումները կատարելիս ստուգել ՀՎՀՀ-ի առկայությունը

Պետական եկամուտների կոմիտեն հարկ վճարողներին հորդորում է վճարումները կատարելիս ստուգել հարկ վճարողի հաշվառման համարի (ՀՎՀՀ) առկայությունը համապատասխան դաշտում՝ տույժերի գանձումից խուսափելու համար։

ՊԵԿ-ից հայտնում են, որ հաճախ բանկի կամ վճարային տերմինալի միջոցով հարկերը վճարելիս տնտեսվարողի ՀՎՀՀ-ն նշված է լինում այլ դաշտում կամ առհասարակ բացակայում է, ինչի պատճառով վճարումը չի հաշվառվում հարկերի միասնական հաշվում։ ՊԵԿ հարկային տեղեկատվության և ռիսկերի վերլուծության վարչության մոնիտորինգի բաժնի աշխատակիցները հեռախոսազանգերի միջոցով հարկ վճարողներին զգուշացնում են վրիպման մասին, սակայն կարգավորող օրենքի համաձայն` վճարումը հաշվառվում է սխալը ճգրտելու մասին դիմումը ՀՀ ֆինանսների նախարարություն ներկայացնելուց հետո: Հետևաբար տույժերից խուսափելու համար անհրաժեշտ է համոզվել, որ ՀՎՀՀ-ն նշված է ճիշտ դաշտում, և կատարված վճարումը հաշվառված է միասնական հաշվում:

Մոնիտորինգի բաժինն ուղղումներ է կատարում նաև պետական բյուջե կատարած այլ վճարումներում՝ դրոշմանիշային վճարի կամ պետական տուրքի վճարման հանձնարարականներում, բացթողումներ լինելու դեպքում:

2021թ․ հունվար-մայիս ամիսների ընթացքում կատարված ճշգրտումների արդյունքում հարկերի միասնական հաշվեհամարին հաշվառվել է 280մլն դրամ, իսկ 755 վճարման  հանձնարարականներում հարկ վճարողների տվյալների ճշգրտման արդյունքներով հաշվառվել է 30 մլն դրամ:

Հարկ վճարողները հաճախ սխալվում են նաև օրենքի չիմացության հետևանքով: Օրինակ՝ աշխատողին աշխատանքից ազատելու փոխարեն տնտեսվարողը չեղարկում է գրանցման հայտը, ինչի հետևանքով եկամտային հարկի և սոցիալական վճարների հաշվարկը ճշգրտելիս ԱՎՈՒՄ-ի տվյալները չեղարկվում են։

Արագ արձագանքման և էլեկտրոնային ծանուցումների եղանակով հարկային մարմինը հարկ վճարողների հետ գործընկերային երկխոսություն է հաստատում: Տնտեսվարողները հնարավորություն են ստանում շտկելու տեխնիկական վրիպակները կամ օրենքի չիմացությամբ թույլ տված սխալները՝  տույժերից և տուգանքներից խուսափելու համար:
