Նորամարգ համայնքի ավելի քան 40 ընտրողների կաշառք տալու փաստով քննված քրեական գործի նախաքննությունն ավարտվել է

ՀՀ հատուկ քննչական ծառայությունում քննված քրեական գործի նախաքննությամբ պարզվել է, որ ՀՀ Արարատի մարզի Նորամարգ համայնքի` «Պատիվ ունեմ» կուսակցությունների դաշինքի նախընտրական շտաբի պետ Վ. Հովհաննիսյանը նույն համայնքի երեք բնակչուհիների հետ նախնական համաձայնությամբ ավելի քան 40 ընտրողների առաջարկել և տվել են կաշառք՝ ՀՀ ԱԺ արտահերթ ընտրություններին հիշյալ դաշինքի օգտին կողմ քվեարկելու համար: Այս մասին հայտնում են ՀՀ ՀՔԾ-ից:

Վ. Հովհաննիսյանը, համակարգելով վերը նշված նախընտրական շտաբի աշխատանքները, 2021 թվականի հունիս ամսվա սկզբին նույն շտաբի աշխատակցուհի Ն. Մանուկյանի հետ ձեռք է բերել նախնական համաձայնություն՝ հիշյալ դաշինքի օգտին կողմ քվեարկելու համար Նորամարգ  համայնքի բնակիչներին մեկ ձայնի դիմաց 15.000 ՀՀ դրամի չափով կաշառք տալու վերաբերյալ: Այնուհետև` 2021 թվականի հունիսի 16-ին, Վ. Հովհաննիսյանը Ն. Մանուկյանին անձամբ տվել է նախ՝ 240.000 ՀՀ դրամ, ապա՝ 300.000 ՀՀ դրամ՝ ընտրողներին վերոհիշյալ նպատակով տրամադրելու համար:

Ն. Մանուկյանը, իր հերթին, ընտրողներ հավաքագրելու և «Պատիվ ունեմ» կուսակցությունների դաշինքի օգտին կողմ քվեարկելու համար վերջիններիս կաշառք տալու վերաբերյալ նախնական համաձայնություն է ձեռք բերել Նորամարգ համայնքի բնակչուհիներ Է. Կարապետյանի և Ի. Ավետիսյանի հետ:

Ձեռք բերված պայմանավորվածության համաձայն՝ 2021 թվականի հունիսի 16-ից հունիսի 18-ն ընկած ժամանակահատվածում` Նորամարգ համայնքի վարչական տարածքում, Վ. Հովհաննիսյանը Ն. Մանուկյանի հետ, իսկ վերջինս նաև Է. Կարապետյանի և Ի. Ավետիսյանի հետ` խմբի կազմում, նախնական համաձայնությամբ, «Պատիվ ունեմ» կուսակցությունների դաշինքի օգտին կողմ քվեարկելու համար ընդհանուր 645.000 ՀՀ դրամ կաշառք են բաժանել Նորամարգ համայնքի ավելի քան 40 ընտրողների` յուրաքանչյուրին 15.000-ական ՀՀ դրամ:

Խմբի կազմում նախնական համաձայնությամբ երկու և ավելի անձանց կաշառք առաջարկելու և տալու համար Վ. Հովհաննիսյանին, Ն. Մանուկյանին, Է. Կարապետյանին և Ի. Ավետիսյանին մեղադրանք է առաջադրվել ՀՀ քրեական օրենսգրքի 154.2-րդ հոդվածի 4-րդ մասի 1-ին և 2-րդ կետերով: Վ. Հովհաննիսյանի նկատմամբ որպես խափանման միջոց է ընտրվել կալանավորումը, մյուս մեղադրյալների նկատմամբ` ստորագրություն չհեռանալու մասին:

Նախաքննությունն ավարտվել է: Քրեական գործը մեղադրական եզրակացությամբ ուղարկվել է դատախազին` այն հաստատելու և դատարան ուղարկելու միջնորդությամբ:
