Հայաստանում վերջերս գործարկված նոր Պարեկային ծառայության խնդիրները համապատասխան օղակների ուշադրության կենտրոնում են: Դրանք, ծառայությանը զուգահեռ շտկվում են:

«Արմենպրես»-ի մամուլի սրահում հրավիրված ասուլիսում այս մասին նշեց ՀՀ ոստիկանության պարեկային ծառայության պետ Արթուր Ումրշատյանն՝ անդրադառնալով այն դիտարկումներին, որ նոր պարեկային ծառայողներն անփորձ են և խաչմերուկներում ավելի շատ խնդիրներ են ստեղծում, քան կարգավորում:

«Ես կարծում եմ, որ դա սուբյեկտիվ կարծիք է: Հաճախ հարց են տալիս այն մասին, թե խաչմերուկում լուսացույցի կանաչ լույսի պարագայում ինչո՞ւ է պարեկային ծառայողը ավտոմեքենաների հոսքը կանգնեցնում: Դա տեղում իրավիճակի հետ է կապված: Եվ եթե անհրաժեշտ է, ապա կարող է կանաչ լույսի դեպքում էլ հոսքը կանգնեցվել: Իհարկե, մենք տեսնում, վերլուծում ենք բոլոր խնդիրները: Մի բան է, որ դու տեսականորեն գիտես, թե ինչ խնդիրներ կարող են առաջանալ, մի բան է գործնականում, ծառայության ընթացքում տեսնելը: Հասարակության պահանջն այս կարճ ժամանակում մեծ է, իհարկե, դա ընդունելի է, սակայն հաշվի առնենք, որ ծառայությունը նոր է գործարկվել: Կարող եմ ասել, որ յուրաքանչյուր հարց մեր ուշադրության կենտրոնում է, ամեն ինչ անելու ենք, որ այդ սպասումներն արդարանան»,-ասաց Արթուր Ումրշատյանը:

ՀՀ արդարադատության նախարարության միջազգային իրավական համագործակցության համակարգող- խորհրդական Ամալյա Հովսեփյանն անդրադարձավ այն դիտարկումներին, թե պարեկային ծառայության կրթական ժամկետը կարճ է: Ամալյա Հովսեփյանի խոսքով, 5- ամսյա կրթությունն իրենց ցանկությամբ չէ սահմանված: Ամբողջ ծրագիրը հիմնված է միջազգային լավագույն փորձի վրա:

«Փորձը ցույց է տալիս, որ միջնակարգ կրթություն ունեցող մարդը 5-6 ամիս դասընթացներին մասնակցելուց հետո ունակ է ձեռք բերել այն բոլոր հմտությունները, կարողությունները, որոնք կօգնեն ծառայություն իրականացնել: Շատ հաճախ քննադատություններ են հնչում նույն երթևեկության հետ կապված ու մեր հասարակությունը մտածում է, որ Պարեկային ծառայությունը նույն ճանապարհային ոստիկանությունն է՝ այլ փաթեթավորմամբ: Ասեմ, որ Պարեկային ծառայությունը ճանապարհային ոստիկանություն չէ, այն շատ ավելին է, քան ճանապարհային ոստիկանությունը: Այն իրականացնում է շատ ավելի մեծ գործառույթներ, քան ճանապարհային երթևեկության կանոնների ապահովումը»,-ասաց Ամալյա Հովսեփյանը:

Նախարարության ներկայացուցիչը նշեց, որ մինչ այսօր, բացի երթևեկության կանոնների հետ կապված գործընթացից, պարեկային ծառայությունն իրականացրել է շատ ավելի լուրջ միջոցառումներ, որոնք ուղղված են քաղաքացիների անվտանգության ապահովմանը, ռիսկային տարրերի վնասազերծմանը: Որպես օրինակ, նա ներկայացրեց պարեկային ծառայողների իրականացրած գործողություններից մեկը, երբ վնասազերծվել էր թմրամիջոցների ազդեցության տակ գտնվող վարորդը, ով տրանսպորտային միջոց էր գողացել ու մեծ արագությամբ երթևեկել Երևանում:
