Հայ-ադրբեջանական սահմանի երկայնքով ռուս սահմանապահների տեղակայման հարցով Հայաստանը Ռուսաստանի հետ քննարկումների մեջ է: Այս մասին ԱԺ-ում լրագրողների հետ զրույցում ասաց  «Քաղաքացիական պայմանագիր» խմբակցության պատգամավոր, ԱԺ նախագահի տեղակալ Ռուբեն Ռուբինյանը:

Անդրադառնալով ՀՀ վարչապետ Նիկոլ Փաշինյանի առաջարկին՝ հայ-ադրբեջանական սահմանի երկայնքով ռուս սահմանապահներ տեղակայելու մասին՝ Ռուբինյանն ասաց, որ ռուս գործընկերների հետ քննարկումների մեջ են:

«Քննարկումները շարունակվում են, այս պահին նոր բան չեմ կարող հայտնել»,-ասաց Ռուբինյանն ու հավելեց՝ երբ որևէ զարգացում լինի, հանրությունը կտեղեկանա այդ մասին:

Նա նշեց՝ Փաշինյանի այդ ելույթը Անվտանգության խորհրդի նիստում ամիսներ առաջ նրա ունեցած ելույթի կոնտեքստում էր: «Մեր դիրքորոշումը շատ հստակ է, ՀՀ սահմանները խախտված են՝  մայիսի 12-ից ադրբեջանական զորամիավորումների ներխուժման բերումով, ինչն  անթույլատրելի է: Վարչապետը Անվտանգության խորհրդի նիստում ամիսներ առաջ հայտնել էր առաջարկը՝ իրավիճակը դեէսկալացնելու, երկու կողմից զորամիավորումների՝ սահմանից հայելային հետքաշման վերաբերյալ, որից հետո միայն հնարավոր կլիներ խոսել սահմանագծման և սահմանազատման մասին: Արդեն վերջին հայտարարության մեջ վարչապետ Փաշինյանը ի հավելումն հնչեցրել է առաջարկ՝ առ այն, որ հնարավոր է դիտարկել հայ-ադրբեջանական սահմանին ռուս սահմանապահների կամ միջազգային դիտորդների ներկայությունը՝ կրկին սահմանից երկու կողմերի հայելային հետքաշմամբ»,-պարզաբանեց Ռուբինյանը:

Նա նաև շեշտեց, որ ՀՀ-ն շատ գնահատում է իր միջազգային գործընկերների, այդ թվում՝ Ֆրանսիայի աջակցությունը, որը գաղտնիք չէ, որ բավականին մեծ աջակցություն է ցուցաբերել: «Բայց մեր գործողությունները կապված են տարբեր իրավիճակների հետ: Մեր արտաքին քաղաքականության վարման ոճն այն է, որ մենք չենք պատրաստվում որևէ երկրի հետ հարաբերություն կառուցել՝ ի հաշիվ այլ երկրի»,-ասաց Ռուբինյանը:

Անդրադառնալով հարցին, թե արդյոք ՀՀ-ն կդիմի ՄԱԿ-ի անվտանգության խորհրդին՝ նա հիշեցրեց, որ այդ կառույցում որոշումներ ընդունվում են կոնսենսուսով: «Դա ենթադրում է, որ ցանկացած երկիր, որը ցանկանում է դիմել, պետք է համապատասխան մթնոլորտ ապահոված լինի, հակառակ դեպքում դա անիմաստ է: Բացի այդ, կա քաղաքական և արտաքին քաղաքական պատեհության և նպատակահարմարության հարց»,-ասաց    

Ռուբինյանն ու հավելեց՝ այդ գործընթացը դիտարկում են իր ասած համատեքստում, եթե նման անհրաժեշտություն լինի, քայլեր կգործարկվեն՝ համապատասխան մթնոլորտ ապահովելուց հետո:
