«Ժողովուրդ» օրաթերթը գրում է.«Ժողովուրդ» օրաթերթը տեղեկացավ, որ իշխանությունը որոշել է «ՀՀ ընտրական օրենսգիրք» սահմանադրական օրենքում փոփոխություն եւ լրացում կատարելու մասին օրենքի նախագիծ ընդունել: Նախագիծը հիմա հանրային քննարկման է ներկայացվել: Նպատակը երեկ կալանավորված պատգամավորների կալանքի օրինականացումն է:

Ինչպես հայտնի է, «Հայաստան» խմբակցության երեք պատգամավորների` Արմեն Չարչյանին, Արթուր Սարգսյանին ու Մխիթար Զաքարյանին, դատարանի որոշմամբ կալանավորել են՝ ԿԸՀ թույլտվությամբ՝ մինչ օրս չստանալով ԱԺ համաձայնությունը: «Հայաստանի Հանրապետության ընտրական օրենսգիրք» սահմանադրական օրենքի 90-րդ հոդվածի 5-րդ մասի համաձայն՝ պատգամավորի թեկնածուի՝ մինչեւ պատգամավորի լիազորությունները ստանձնելն ընտրված պատգամավորի նկատմամբ քրեական հետապնդում կարող է հարուցվել միայն Կենտրոնական ընտրական հանձնաժողովի համաձայնությամբ:

Առանց Կենտրոնական ընտրական հանձնաժողովի համաձայնության, նա չի կարող զրկվել ազատությունից՝ բացառությամբ երբ նա բռնվել է հանցանք կատարելու պահին կամ անմիջապես դրանից հետո: Հիմա նախագծով առաջարկվում է իրավական կարգավորման ենթարկել հետեւյալ հարցերը. հստակեցնել իրավական երաշխիքից օգտվող սուբյեկտները, դրանք են՝ կուսակցության (կուսակցությունների դաշինքի) ընտրական ցուցակում ընդգրկված թեկնածուն եւ մինչեւ պատգամավորի լիազորություններն ստանձնելն ընտրված պատգամավորը, կուսակցության (կուսակցությունների դաշինքի) ընտրական ցուցակում ընդգրկված թեկնածուի կամ մինչեւ պատգամավորի լիազորություններն ստանձնելն ընտրված պատգամավորի նկատմամբ քրեական հետապնդում հարուցելու կամ նրան ազատությունից զրկելու վերաբերյալ համաձայնություն տալու համար Կենտրոնական ընտրական հանձնաժողով դիմող սուբյեկտը, կուսակցության (կուսակցությունների դաշինքի) ընտրական ցուցակում ընդգրկված թեկնածուի կամ մինչեւ պատգամավորի լիազորություններն ստանձնելն ընտրված պատգամավորի նկատմամբ քրեական հետապնդում հարուցելու կամ նրան ազատությունից զրկելու վերաբերյալ համաձայնություն տալու հարցի համար նիստ հրավիրելու եւ որոշում կայացնելու ժամկետը, նիստի եւ որոշում կայացնելու համար անհրաժեշտ ձայների հարցը:

Այսպիսով, Հայաստանում շարունակվում են հին ու մերժված ավանդույթները. օրենքները գրվում են քաղաքական իրավիճակի թելադրանքով եւ շահերով, առանց հեռուն գնացող ռազմավարական ծրագրերի:
