Բադասյանը զտում է ՊԵԿ-ը. «Սեւերի» հետ առնչություն ունեցողներն ազատվում են․ «Հրապարակ»

«Հրապարակ» թերթը գրում է.

«Ռուստամ Բադասյանը Պետական եկամուտների կոմիտեի նախագահ նշանակվելուց հետո սկսել է կադրային զտումներ անել համակարգում եւ հատկապես՝ կենտրոնական ապարատում։ Բազմաթիվ մարդիկ են ազատվել աշխատանքից, քրեական գործեր են հարուցվել։ Օրերս էլ աշխատանքից ազատվել է «ՀԴՄ մեքենաների ներդրման գրասենյակ» ՊՈԱԿ-ի իրավաբան, փաստաբան Նարեկ Ալոյանը։

Ալոյանը ՊԵԿ-ի շահերը դատարանում ներկայացրել է 5 գործով՝ որպես պետության ներկայացուցիչ, եւ այդ գործերը դեռեւս չեն ավարտվել՝ վարույթները շարունակվում են, սակայն Բադասյանին դա չի հետաքրքրել, եւ նա Ալոյանին աշխատանքից ազատելու հրաման է տվել։ Իսկ որպես պատճառաբանություն բերվել է այն, որ նա «սեւերի» պաշտպանն է եղել, ասել է թե՝ դատարանում պաշտպանել է Արմեն Թավադյանի, Արա Սաղաթելյանի եւ այլոց շահերը։

Այսինքն՝ մասնագիտությամբ իրավաբան Ռուստամ Բադասյանը չի գիտակցում, որ Ալոյանն ընդամենը իրականացրել է իր մասնագիտական գործունեությունը։ Դա քաղաքական պաշտպանություն չէ, թեեւ օրենքը ՊԵԿ աշխատակիցներին չի արգելում քաղաքական կուսակցության անդամ լինել կամ քաղաքական հայացքներ ունենալ, սակայն իրավաբանի չարգելված գործունեությունը դարձել է պատճառ, որ Բադասյանը քաղաքական դրդապատճառներով նրան ազատի աշխատանքից։

Ի դեպ, Ալոյանն այս մասին հանդես է եկել ֆեյսբուքյան գրառմամբ․ ««Քաղաքականացված» փաստաբանի մտորումների շարքից․ Ես Փաստաբան եմ։ «Սեւ» չեմ։ «Սպիտակ» էլ չեմ։ Ես Փաստաբան եմ՝ բառի ողջ իմաստային ծանրաբեռնվածությամբ եւ Փաստաբանի առաքելության ողջ արժեհամակարգով։ Մոտ երկու ամիս իմ կողմից իրավաբանական ծառայությունների մատուցումից հետո, պետական կառույցներից մեկի նորանշանակ ղեկավարի հանձնարարությամբ, պետական կառույցն այսօր հրաժարվեց իմ ծառայություններից։ Իրավաբանական ծառայությունների ծավալի կամ որակի վերաբերյալ ինձ որեւէ նկատառում չի ներկայացվել։ Ներկայացվել է միայն մեկ բանավոր պատճառաբանություն, այն է՝ իմ կողմից ընդդիմադիր քաղաքական գործիչներին փաստաբանական ծառայություններ մատուցելու հանգամանքը, այլ խոսքով՝ իմ «քաղաքականացված» փաստաբան լինելը։

Չեմ նշում պետական կառույցի անվանումը եւ չեմ նշում այն քաղաքական գործչի անունը, ում շողքը հանգիստ չի տալիս առանձին անձանց, որպեսզի գրառումս անհարկի չանձնավորվի։ Քաղաքական դաշտում յուրաքանչյուր հայրենասեր անհատ կարող է ունենալ իր ասելիքը։ Այժմ ես ասելիք չունեմ։ Այժմ ինձ եւ շատ այլ անձանց համար լռության պահ է։ Կգա մի օր, երբ լռությունը կավարտվի։ Իսկ մինչ այդ, ներքին խաղաղություն եւ խոհեմություն եմ մաղթում իմ նախկին, ներկա եւ ապագա գործընկերներին։ Կհանդիպենք»։

Պարզ է, որ Ռուստամ Բադասյանին հենց այնպես չէր Փաշինյանն արդարադատության համակարգից տեղափոխում պետեկամուտների ոլորտ․ կուրորեն ծառայող նման կամակատարների կարիք բոլոր իշխանություններն ունեն։ Բայց ՊԵԿ-ը որոշակի մասնագիտական ունակություններ պահանջող, սպեցիֆիկ համակարգ է, եւ ամեն «ուսապարկ» չի կարող այնտեղ աշխատել, առավել եւս՝ դատարանում ներկայացնել ՊԵԿ շահերը։ Ահա, այսպես էլ հերթով համակարգերը քանդելով՝ առաջ են ընթանում այս իշխանությունները»:
