Անձնագրի վավերականության ժամկետը լրացած քաղաքացիները ՏԻՄ ընտրություններում չեն ընդգրկվի ցուցակներում

 Այն անձինք, որոնց անձնագրի վավերականության ժամկետը լրացել է, առաջիկա ՏԻՄ ընտրությունների համար չեն ընդգրկվի ընտրական ցուցակներում:  Այս մասին ասաց ԿԸՀ նախագահ Տիգրան Մուկուչյանը՝ անդրադառնալով «Հայաստան» խմբակցությունից Գեղամ Նազարյանի հարցին:

Գեղամ  Նազարյանն ասաց. «Ինձնից լավ գիտեք, որ ընտրացուցակներում կան տասնյակ հազարավոր մարդիկ, որոնք 20,30 տարի Հայաստանում չեն բնակվում, ավելին ՝արդեն վաղուց ՀՀ քաղաքացի չեն: Ինչո՞ւ ԿԸՀ-ն կամ գործող իշխանությունները երբևիցե խնդիր չեն դնում՝ մաքրելու այդ ցուցակները»:

Տիգրան Մուկուչյանը պատասխանեց, որ խնդիրն, ըստ էության, ավելի շատ ոչ թե վերաբերում է ցուցակների մաքրմանը, այլ՝ ցուցակների կազմման մեթոդաբանությանը: Այսօր ցուցակները կազմելու համար անհրաժեշտ է, որ անձը լինի ՀՀ քաղաքացի, ունենա հաշվառում ՀՀ-ում:

«Վերջին փոփոխությունների համաձայն, որը կիրառվելու է այս ՏԻՄ ընտրություններում, բոլոր այն քաղաքացիները, որոնց անձնագրի վավերականության ժամկետը լրացել է, չեն ներգրավվի այդ ցուցակներում: Եթե տարբեր հիմքերով ցանկանում ենք սահմանափակել ընտրական ցուցակներում անձանց ընդգրկումը, հետևաբար, պետք է ուղղակիորեն փոխենք ցուցակների կազմման մեթոդաբանությունը: Այսօր սահմանադրական օրենքը սահմանել է որոշակի կարգ, թե ովքեր պետք է մտնեն այդ ցուցակներ, և այդ կարգին համապատասխան էլ ձևավորվում են ընտրական ցուցակները»,-ասաց Մուկուչյանը:

Նա հավելեց, որ, սակայն, ընտրական օրենսդրությունը սահմանել է նաև բավականին  լայն գործիքակազմ՝ այդ ամենը լիարժեք վերահսկելու, տեսնելու, մասնավորապես՝ ցուցակների՝ ըստ տեղամասերի հրապարակումը, դրանց՝ որոնման հնարավորությամբ մշտապես հրապարակված լինելը ԿԸՀ կայքում, ընտրություններից հետո ստորագրված ցուցակների հրապարակումը:

ԿԸՀ նախագահը նշեց, որ եթե կորոշվի որևէ այլ մեթոդաբանությամբ կազմել այդ ցուցակները՝ լիազոր մարմինն այդ կերպ կկազմի, սակայն այսօրվա օրենսդրությունը դրանց վերահսկողությունը լիարժեք հնարավոր է դարձնում:

ԱԺ նախագահ Ալեն Սիմոնյանն ասաց, որ իշխանությանը նույնպես անհանգստացնում է ցուցակների հետ կապված հարցը՝ շեշտելով, որ պետք է հետամուտ լինեն, որ այդ հարցը մեկընդմիշտ փակվի:

Մուկուչյանն արձագանքեց՝ այս ընտրությունների ժամանակ մի մասով լուծումն  արդեն կլինի, սահմանված է, որ անվավեր անձնագրերով քաղաքացիների տվյալները չեն լինելու այդ ցուցակներում:

«Ենթադրվում է, որ այն անձինք, որոնց անձնագրերի ժամկետը լրացել է և չեն փոխել անձնագրերը, հիմնականում, թերևս, վաղուց արտերկրում բնակվող քաղաքացիներն են, որոնք չեն դիմել անձնագիրը փոխելու համար»,-ասաց նա:
