Վարչապետ Նիկոլ Փաշինյանի որոշմամբ՝ Արմեն Հակոբջանյանը նշանակվել է Սյունիքի մարզի Սիսիան համայնքի ղեկավարի պաշտոնակատար: Ուշագրավ է, սակայն վերջինիս պաշտոնական կենսագրությունը բացակայում է ինչպես Սիսիանի համայնքապետարանի պաշտոնական էջում, այնպես էլ համացանցում ընդհանրապես, հետևաբար, կարող ենք ասել, որ հերթական անգամ գործ ունենք երկնքից ընկած պաշտոնյայի հետ, ով հասկանալի չէ, թե ինչ կապ է նախկինում ունեցել պետական կառավարման ոլորտի հետ:

Նկատենք, որ Արմեն Հակոբջանյանը Սիսիանի նախկին քաղաքապետ Աղասի Հակոբջանյանի եղբորորդին է: Ասել է թե՝ Նիկոլ Փաշինյանը նախկինում քրեական գործերի մեջ թաթախված Սիսիանի նախկին քաղաքապետ Աղասի Հակոբջանյանի եղբորորդուն է նշանակում համայնքի ղեկավարի ժամանակավոր պաշտոնակատար: Իսկ ի՞նչ էր արել նախկին քաղաքապետը: 2012թ. Սյունիքի մարզպետարանը Սիսիանի քաղաքապետարանում իրականացրած վարչական հսկողության արդյունքում բացահայտել էր մի շարք խախտումներ: Դրանց հիմքով՝ ՀՀ քրեական օրենսգրքի 308 հոդվածի 1-ին մասով (պաշտոնեական լիազորությունների չարաշահում)՝ քրեական գործ էր հարուցվել այն ժամանակվա համայնքի ղեկավարի տեղակալ Աշոտ Գրիգորյանի նկատմամբ, եւ վերջինս ազատազրկվել էր երեք տարի ժամկետով: Նրա նկատմամբ կիրառվել է Հայաստանի Հանրապետության անկախության հռչակման 20-րդ տարեդարձի կապակցությամբ հայտարարված համաներումը, եւ համայնքի ղեկավարի նախկին տեղակալն ազատվել է պատիժը կրելուց: Անփոփոխ է մնացել, որպես հանցագործությամբ պատճառված գույքային վնասի փոխհատուցում, Աշոտ Գրիգորյանից հօգուտ տուժողի 11 մլն 250 հազար դրամ բռնագանձման մասին դատարանի որոշումը:

Սույն գործում որպես մեղադրյալներ ներգրավված են նաեւ Սիսիանի քաղաքապետ Աղասի Հակոբջանյանը, քաղաքապետարանի աշխատակազմի ֆինանսատնտեսական բաժնի պետ Կարեն Դանիելյանը եւ համայնքի ղեկավարի նախկին տեղակալ Աշոտ Գրիգորյանը: Ընդ որում, ըստ նախաքննության, վերջիններիս արարքը գնահատելիս նշվում է, որ պատշաճ չեն կատարվել ծառայողական պարտականությունները, որի արդյունքում համայնքին անզգուշությամբ պատճառվել է էական գույքային վնաս, իսկ «Սիսիանի լրատու» ՍՊԸ-ի աշխատակիցների դեմ քրեական գործը հարուցված է այն հիմքով, որ կեղծվել է իրավունք վերապահող պաշտոնեական փաստաթուղթ, եւ այն օգտագործելով՝ խարդախությամբ հափշտակվել է խոշոր չափի` 1 մլն 260 հազար դրամ գումար:
