Հայաստանում ազգային փոքրամասնություններով բնակեցված համայնքներն այս փուլում դուրս են մնացել խոշորացման գործընթացից. ՔՊ-ից պատգամավոր Վահե Ղալումյանը սրան բացասական է վերաբերում, ՏԿԵ փոխնախարար Վաչե Տերտերյանն էլ դա լավագույն լուծումը չի համարում:

ԱԺ-ում «Հայաստանի Հանրապետության վարչատարածքային բաժանման մասին» օրենքում փոփոխություններ եւ լրացումներ կատարելու մասին» ՀՀ օրենքի նախագծի եւ կից օրենսդրական փոփոխությունների փաթեթի վերաբերյալ խորհրդարանական լսումներում Վահե Ղալումյանն ասաց. «Բազմիցս անդրադարձել և ուսումնասիրել ենք ազգային փոքրամասնությունները ներկայացնող համայնքների ճակատագիրը: Այս փուլում ազգային փոքրամասնությունները ներկայացնող համայնքները դուրս են մնացել խոշորացման գործընթացից, որին անձնապես ես բացասական եմ վերաբերում: Իմ կարծիքով, մենք ազգային փոքրամասնություններին լիարժեք ուշադրություն ենք դարձնում, և այդ համայնքները զարգանալու ավելի մեծ հնարավորություն կունենան խոշորանալու դեպքում»:

Նա համոզված է, որ համայնքների նախաձեռնությամբ առաջիկայում անդրադառնալու են այդ խնդրին:  

ՀՀ տարածքային կառավարման և ենթակառուցվածքների փոխնախարար Վաչե Տերտերյանն էլ, խոսելով վարչատարածքային փոփոխությունների մասին, նշեց, որ 6 չմիավորված համայնքներ կունենանք, որոնցից մեկը կլինի Գյումրին, ևս 5-ը՝  ազգային փոքրամասնություններով կամ նրանց հետ խառը բնակեցված համայնքները, որոնց այս պահին չեն անդրադարձել:

«Սա հատուկ խնդիր է: Եթե խոսքը համայնքների կառավարման մասին է, ապա անքննարկելի է, որ համայնքների կառավարման համար կառուցվածքը պետք է ունենա կառավարման իր տրամաբանությունը: Եթե խոսքը ազգային փոքրամասնությունների մշակութային կամ որևէ այլ տիպի մոտիվացիաներն ավելի ուշադիր տեսնելու մասին է, ինչը անկասկած անքննարկելի խնդիր է, ապա դրա լուծման տարբեր և ավելի գործնական մեխանիզմներ կան: Եվ այս համայնքներն ընդհանուր կառավարման տրամաբանությունից ուղղակի մեխանիկորեն դուրս պահելը, ըստ երևույթին, ամենալավ լուծումը չէ»,- ասաց Տերտերյանը:

Ըստ նրա՝ այդ լուծումները կարող են լինել տարբեր՝ սկսած դիֆերենցված տեղական ինքնակառավարման համակարգ ներդնելուց, վերջացրած ենթաօրենսդրական կամ այլ տիպի կարգավորումներով:
