ՀՀ ՄԻՊ Արման Թաթոյանի գրառումը. «Ռուսաստանի Դաշնությունում մարդու իրավունքների հանձնակատար Տատյանա Մոսկալկովայի հրավերով ՀՀ մարդու իրավունքների պաշտպան Արման Թաթոյանը սեպտեմբերի 17-19 մասնակցել է ՌԴ Պետական դումայի ընտրությունների դիտարկմանը՝ որպես միջազգային փորձագետ:
Այցի ընթացքում տեղի է ունեցել նաև կլոր-սեղան քննարկում քաղաքացիների ընտրական իրավունքների ապահովման գործում օմբուդսմանների լավագույն փորձի փոխանակման վերաբերյալ:
Արման Թաթոյանը հանդես է եկել հատուկ ելույթով՝ ընդգծելով մարդու իրավունքների ազգային հաստատությունների դերն ընտրական գործընթացում և քաղաքացիների ընտրական իրավունքների պաշտպանության գործում:
«Օմբուդսմանի համար կարևոր է ինչպես նախընտրական քարոզչության, այնպես էլ քվեարկության օրվա ու հետընտրական զարգացումների դիտարկումը՝ ճշգրիտ և հավաստի գնահատականներ ձևավորելու համար: Գնահատականների հավաստիության հարցում կարևոր նշանակություն ունի նաև մարդու իրավունքների հաստատություններին շնորհվող ամենաբարձր «A» կարգավիճակը, որն ունենք ինչպես մենք, այնպես էլ ՌԴ Մարդու իրավունքների հանձնակատարը»,- նշել է Հայաստանի մարդու իրավունքների պաշտպանը՝ շեշտելով նման պրոցեսներում պետք է բացառվի վիրավորանքն ու լարվածությունը, ինչպես նաև քաղաքական համակարգը իշխանավեճի ծառայեցնելը, ինչը ստորաբերում է մարդու իրավունքների նշանակությունը, երկրորդական պլան է մղում մարդու իրական խնդիրները։
Արման Թաթոյանը բարձր է գնահատել Պետդումայի ընտրությունների ժամանակ Ռուսաստանի Դաշնությունում մարդու իրավունքների հանձնակատարի ներդրած նոր յուրահատուկ պրակտիկան, որը հնարավորություն է տալիս առցանց հարթակում հետևել ընտրատեղամասերում ընտրությունների ընթացքին իրական ժամանակում՝ անմիջական հասանելիություն ունենալով ընտրական տեղամասերի տեսադիտարկմանը: Ընդ որում, խոսքը վերաբերում է տեսադիտարկմանը քվեարկության բոլոր 3 օրերի ընթացքում:
Դա Հանձնակատարին հնարավորություն էր տալիս ձևավորել ընտրական իրավունքների տարբեր հարցերի վերաբերյալ հավաստի գնահատականներ, ապահովել աշխատաքի անհրաժեշտ թափանցիկություն:
Հենց տեղում՝ մարդու իրավունքների հաստատությունում դիտարկումների ժամանակ արձանագրվել են մի շարք հարցեր, որոնք ՌԴ-ում մարդու իրավունքների հանձնակատարի և ՌԴ Կենտրոնական ընտրական հանձնաժողովի հետ համագործակցության արդյունքում լուծվել են։
Արման Թաթոյանը նշել է, որ իր գործընկերոջ՝ Տատյանա Մոսկալկովայի անձնական մեծ ջանքերի արդյունք է նաև ՌԴ մարդու իրավունքների ռեգիոնալ հանձնակատարների ներդաշնակ և արդյունավետ համատեղ աշխատանքը Դաշնային հանձնակատարի հետ:
ՌԴ Կենտրոնական ընտրական հանձնաժողովում, ինչպես նաև ՌԴ Հասարակական պալատում քննարկման ժամանակ ՀՀ մարդու իրավունքների պաշտպանը ներկայացրել է ՌԴ-ում մարդու իրավունքների հանձնակատարի հետ համագործակցության բարձր մակարդակը: Նա ներկայացրել է նաև Հայաստանում Օմբուդսմանի և ԿԸՀ-ի համագործակցության դրական փորձը քաղաքացիների ընտրական իրավունքները երաշխավորելու գործում:
Այցի ընթացքում Արման Թաթոյանն արձանագրել է, որ Հանձնակատար Տատյանա Մոսկալկովան ընտրական իրավունքների հարցերով արդյունավետ երկխոսություն է վարում քաղաքացիական հասարակության կազմակերպությունների հետ:
Ընտրությունների դիտարկման ժամանակ ինչպես ՀՀ մարդու իրավունքների պաշտպանը, այնպես էլ այլ երկրների մարդու իրավունքների ազգային հաստատությունների ղեկավարներն այցելել են քննչական մեկուսարաններ ընտրական պրոցեսի կազմակերպման ընթացքին ծանոթանալու նպատակով»:
