ԱՄՆ ներկայացուցիչների պալատը նոր օրինագծով պահանջում է Ադրբեջանից անհապաղ ազատ արձակել հայ գերիներին

 ԱՄՆ Ներկայացուցիչների պալատն ընդունել է կոնգրեսականներ Թոնի Քարդենասի, Ադամ Շիֆի և Բրեդ Շերմանի հեղինակած օրենսդրական նախագիծը, որով պահանջվում է Ադրբեջանից անհապաղ ազատ արձակել բոլոր հայ գերիներին և քննել Ադրբեջանի պատերազմական հանցագործությունները:

Ներկայացուցիչների պալատի կայքում հրապարակված փաստաթղթում, մասնավորապես, շեշտվում է, որ 2020 թվականի սեպտեմբերի 27 -ին, Ադրբեջանը, Թուրքիայի և օտարերկրյա զինված խմբավորումների աջակցությամբ, ռազմական գրոհ է սկսել Լեռնային Ղարաբաղի դեմ, որը նաև հայտնի է որպես Արցախ` հանգեցնելով հազարավոր մարդկանց մահվան և տասնյակ հազարավոր էթնիկ հայերի տեղահանման: Շեշտվում է, որ Ժնևի երրորդ կոնվենցիան, որը ստորագրել է Ադրբեջանը, և միջազգային իրավունքը պահանջում են ազատ արձակել ռազմագերիներին և գերեվարված խաղաղ բնակիչներին, և պահանջում է, որ բոլոր գերիներին վերաբերվեն մարդկայնորեն:

«Չնայած Ժնևյան կոնվենցիաներով Ադրբեջանի ստանձնած պարտավորություններին և նոյեմբերի 9 -ի հայտարարությունը ստորագրելուց հետո ստանձնած պարտավորություններին ՝ հակամարտության ավարտից հետո երկար ժամանակ անց Ադրբեջանի կառավարությունը շարունակում է պահել մոտ 200 հայ ռազմագերիների, կալանավորված անձանց՝ սխալ ձևով ներկայացնելով նրանց կարգավիճակը՝ արդարացնելու նրանց գերության մեջ պահելը»,-ասված է փաստաթղթում:

Դրանում շեշտվում է.

«Ադրբեջանը պետք է անհապաղ և անվերապահորեն վերադարձնի բոլոր հայ ռազմագերիներին և գերեվարված քաղաքացիական անձանց: Բայդենի վարչակազմը պետք է բոլոր մակարդակներում ներգրավվի Ադրբեջանի իշխանությունների հետ, այդ թվում ՝ ԵԱՀԿ Մինսկի խմբի գործընթացի շրջանակում՝ հստակեցնելու նոյեմբերի 9-ի հայտարարության և միջազգային իրավունքի համաձայն իրենց պարտավորություններին հավատարիմ մնալու կարևորությունը՝ անհապաղ ազատ արձակել բոլոր ռազմագերիներին և գերեվարված խաղաղ բնակիչներին»:

Նշվում է նաև, որ այդ օրենքն ուժի մեջ մտնելու օրվանից ոչ ուշ, քան 180 օր հետո, պաշտպանության նախարարը, պետքարտուղարի հետ խորհրդակցելով, Կոնգրեսի համապատասխան հանձնաժողովներին պետք է ներկայացնի զեկույց՝ Ադրբեջանի կողմից իրականացված պատերազմական հանցագործությունների մասին:

Նախագիծը  պահանջում է հետաքննություն անցկացնել անօդաչու թռչող սարքերում՝ Բայրաքթարներում, ամերիկյան տեխնոլոգիաների օգտագործման հարցով:

Շեշտվում է նաև Ադրբեջանի կողմից սպիտակ ֆոսֆոր, կլաստերային ռումբեր և արգելված զինամթերք օգտագործելու հանգամանքը:
