ՀՀ քննչական կոմիտեի զինվորական քննչական գլխավոր վարչության հատկապես կարևոր գործերի քննության վարչությունում շարունակվում է Ադրբեջանի Հանրապետության ռազմաքաղաքական ղեկավարության կողմից Արցախի Հանրապետության դեմ ագրեսիվ պատերազմ սանձազերծելու և վարելու, ռազմական գործողությունների ընթացքում նախապես հավաքագրված վարձկաններ օգտագործելու, պատերազմ վարելու արգելված մեթոդներ և միջոցներ կիրառելու, քաղաքացիական բնակիչներին զինծառայողներից չտարբերակելու և Արցախի Հանրապետության խաղաղ բնակավայրերի քաղաքացիական բնակչությանը համակարգված, կանխամտածված և նպատակաուղղված գրոհների թիրախ դարձնելու, մասնավորապես՝ խորը թիկունքում գտնվող քաղաքացիական բնակչությանը և քաղաքացիական օբյեկտները ոչ ընտրովի հարձակման օբյեկտներ դարձնելու և հրետակոծելու, միջազգային մարդասիրական իրավունքի նորմերի լուրջ խախտումներ համարվող արարքներ կատարելու փաստերի առթիվ հարուցված քրեական գործի նախաքննությունը:

Քրեական գործի շրջանակներում պարզվել է, որ Ադրբեջանի կողմից սանձազերծված ագրեսիվ պատերազմի հետևանքով Արցախի Հանրապետությունում և ՀՀ-ում զոհված զինծառայողների և քաղաքացիական անձանց ընդհանուր թվաքանակը կազմում է 3781 անձ։ 27.09.2021թ. դրությամբ անհայտ է 231 զինծառայողի և 22 քաղաքացիական անձի գտնվելու վայրը։ Մինչև օրս Ադրբեջանի Հանրապետության կողմից Հայաստանի Հանրապետություն է հանձնվել գերեվարված ընդհանուր թվով 108 զինծառայող և քաղաքացիական անձ:
