«Ժողովուրդ» օրաթերթը գրում է. Առողջապահության նախարար Անահիտ Ավանեսյանը դեռևս այս տարվա ապրիլի 12-ին համապարփակ առողջապահական համակարգ ձևավորելու մասին հրաման է ստորագրել։ Նախարարի ստորագրած հիամանի մեջ ասվում է, որ ՀՀ քաղաքացիների համար առողջապահական ապահովագրությունը պարտադիր դարձնելու մասին կառավարության նախագիծը մինչև այս տարվա օգոստոսի 10-ը պետք է պատրաստ լիներ, իսկ արդեն սեպտեմբերի 1-ին օրենսդրական փաթեթն ամբողջությամբ պետք է կազմված լիներ։ Ըստ մինչ այժմ եղած հրապարակումների՝ վերոնշյալ հայեցակարգին միս ու արյուն տալու նպատակով ընդամենը մեկ հանդիպում-քննարկում է տեղի ունեցել հուլիսի 27-ին, ինչի ժամանակ հիպոթետիկ հարցեր են քննարկվել, ու կարևորվել է համընդհանուր ապահովագրության անհրաժեշտությունը։

Հրապարակումից տեղեկանում ենք նաև, որ առողջապահական պարտադիր ապահովագորումը ոչ թե 2023-ից, այլ 2024-ից է ուժի մեջ մտնելու։ Նախարարությունը փաստացի հասկացել է, որ նախապես հայտարարած ժամկետների մեջ չի տեղավորվելու, ու փոխել է ժամանակացույցը։ Ի տարբերություն օրենքը կիրառելու ժամկետի մեկ տարով երկարաձգելու մասին հրապարանային հայտարարության՝ նախարար Ավանեսյանի ղեկավարած կառույցը մյուս ժամկետների չպահպանման մասին ոչ միայն չի հայտարարել, այլ, ըստ երևույթին, մոռացել է, որ օգոստոսի 10-ին ու սեպտեմբերի 1-ին հասարակության դատին հանձնելու օրենսդրական փաստաթուղթ ուներ։ Նախարարի հրամանը փաստացի չի կատարվել։ Տիկին Ավանեսյանն էլ, երևի տարված լինելով օտարերկյա «վոյաժներով», մոռացել է, թե ինչ հանձնարարական է տվել իր ենթականերին։ Սա ոչ այլ ինչ է, քան աշխատանքային պարտականությունները չկատարելու կոպտագույն խախտում ու վերադասի ասածը լուրջ չընդունելու դրսևորում։

Առողջապահական ապահովագրության խիստ անհրաժեշտության մասին դեռ 2 տարի առաջ նաև վարչապետ Նիկոլ Փաշինյանն էր խոսում։ 2019-ի հունվարի 18-ին՝ վարչապետի մոտ տեղի ունեցած համապարփակ բժշկական ապահովագրական համակարգի ներդրման վերաբերյալ խորհրդակցության ժամանակ, Նիկոլ Փաշինյանը հանձնարարել է շահագրգիռ գերատեսչությունների ներկայացուցիչներին համատեղ աշխատել համաընդհանուր ապահովագրություն ենթադրող փաստաթղթի լրամշակման ուղղությամբ և սեղմ ժամկետում ներկայացնել կոնկրետ միջոցառումներով և հստակ ժամանակացույցով հայեցակարգային փաստաթուղթ:

Կոնկրետ ժամանակացույց ներկայացնելու հանձնարարությունից ավելի քան մեկ տարի անց, փաստորեն, ներկայացվել է, առաջարկն ու վարչապետի կատարողականը, սակայն, օդում են մնացել։ Փաշինյանի հանձնարարությանը, ստացվում է, նախկին ու գործող նախարարներ Արսեն Թորոսյանն ու Անահիտ Ավանեսյանը մատների արանքով են վերաբերվել ու անտեսել են այն»:
