Որո՞նք են ՀՀ կառավարության «կարմիր գծերը» ենթակառուցվածքների ապաշրջափակումից բխող անկառավարելի ռիսկերը կանխելու ուղղությամբ, խորհրդարանում հարց բարձրացրեց ԱԺ «Հայաստան» խմբակցության պատգամավոր, տնտեսագետ Թադևս Ավետիսյանը։

Պատասխանեց փոխվարչապետ Մհեր Գրիգորյանը՝ ասելով, որ եթե խոսքը նաև կապիտալի շարժի ապաշրջափակմանն է վերաբերում և որպես հետևանք է գնահատվում էքսպանսիան, ապա ինքը դրա հետ համաձայն չէ։

«Այդ թեման որևէ կապ չունի կոմունիկացիաների կամ տնտեսության ապաշրջափակման հետ, որովհետև ես վստահ եմ, որ այսօրվա աշխարհում կապիտալի շարժի ճանապարհը ոչ թե ավտոճանապարհն է կամ երկաթգիծը, մաքսային սահմանը կամ որևէ սահման, այլ կապիտալի շուկան է», - ասաց նա և հավելեց, որ աշխարհն այդ հարցում ազատություն ունի։

Պատգամավորի դիտարկմանը, որ աշխարհի բոլոր երկրներն, այնուամենայնիվ, ազգային տնտեսությունն ու կապիտալը պաշտպանելու միջոցներ են կիրառում, իսկ Հայաստանի քայլերը թուրք-ադրբեջանական նավթադոլարների ազդեցությունը կանխելու առումով տեսանելի չեն, Մհեր Գրիգորյանն արձագանքեց․

«Իհարկե, կան ռիսկեր, որոնք պետք է զսպվեն, բայց ես հիմա չեմ կարող այդ ռիսկերը հանրայնորեն թվարկել և մտածել, պատմել, թե ոնց ենք մենք դա զսպելու։ Ես կարծում եմ՝ առիթ կլինի, դրա մասին քննարկումներ կլինեն։ Այսօր այդ հարցը դեռևս օրակարգում չէ։ Բայց մենք միակ կառավարությունն ենք, որը սահմանափակում է դրել թուրքական ապրանքի մուտքի վրա։ Դա եղել է միակ իրավական գործողությունը, որն այս ընթացքում տեղի է ունեցել նորագույն պատմության մեջ», - ասաց նա։

Մհեր Գրիգորյանը վստահեցրեց նաև, որ տնտեսական ապաշրջափակման ռիսկերը կանխելուն ուղղված և հրապարակելու անհրաժեշտություն չունեցող գործիքակազմը ևս, այնուամենայնիվ, կկիրառվի։
