ԱԺ նիստում «Հայաստան» խմբակցության պատգամավոր Արմենուհի Կյուրեղյանը հարցրեց վարչապետ Նիկոլ Փաշինյանին, թե ի՞նչ քարտեզների մասին էր խոսում ՌԴ նախագահը։ Պուտինն ասել էր, որ ռուսական բանակի գլխավոր շտաբում կան քարտեզներ, որոնք ցույց են տալիս, թե ինչպես է անցել միութենական հանրապետությունների սահմանը խորհրդային շրջանում։

«Արդյո՞ք դուք գտնում եք, որ իսկապես այդ սահմանային հարցի քննարկումների ժամանակ Հայաստան, Ադրբեջան և Ռուսաստան եռակողմ քննարկումներ են պետք, արդյոք ռուսական բանակի գենշտաբի քարտեզների շուրջ են անցնելու այդ քննարկումները։ Եվ եթե այո, արդյո՞ք համոզված եք, որ այդ քարտեզները համընկնում են կամ գոնե հիմքում ունեն ՀՀ վարչատարածքային բաժանման օրենքը, որի վրա դուք անընդհատ հղում եք անում։ Տեղյա՞կ եք՝ ինչ քարտեզների մասին է խոսքը»,- հարցրեց Կյուրեղյանը։

Վարչապետ Նիկոլ Փաշինյանն ասաց․ «Ես վստահ եմ, որ քարտեզները, որի մասին խոսել է ՌԴ նախագահը, եթե ոչ 100, ապա 99 տոկոսով համընկնում է Հայաստանի վարչատարածքային բաժանման մասին օրենքով նկարագրված ՀՀ-ին։ Այո, ես կարծում եմ՝ պետք են այդ քարտեզները, այդ քննարկումները։ Եվ դա չի նշանակում, որ այդ քարտեզների օրինակներից ՀՀ-ում չկա։ Այստեղ խնդիրն այն է, որ ՌԴ-ն՝ որպես նաև ԵԱՀԿ Մինսկի խմբի համանախագահող երկիր, որպես միջնորդ, նաև այս գործում ներգրավվածություն ունի և պետք է ունենա»։ Նիկոլ Փաշինյանն ասաց, որ օրակարգում կան տարբեր հարցեր, որոնցից մեկը ԼՂ հակամարտության կարգավորումն է։ Մյուս հարցը՝ ՀՀ և Ադրբեջանի միջև սահմանազատում ու սահմանագծում իրականացնելն է։

«Դելիմիտացիայի համար, այո, պետք է օգտագործվի ԽՍՀՄ քարտեզը։ Թե որ թվականինը, մենք ասել ենք՝ էն քարտեզը, որ իրավական հիմք ունի։ Մենք պետք է խորանանք իրավական հիմքերի մեջ, որովհետև մեր ուսումնասիրությունը ցույց է տալիս, որ տարբեր թվականների քարտեզներն ընդամենը իրար վերատպումներ են։ Մենք պետք է այդ քարտեզներով խորանանք, հասկանանք՝ որն է, որ ունի իրավական հիմք։ Այդ քարտեզների մեջ տարածքային որոշակի տարբերություններ կան»,- ասաց նա։
