Օրեր առաջ ՔՊ-ն հայտնել է, թե գալիք ՏԻՄ ընտրություններում ովքեր են լինելու քաղաքապետերի իշխանական թեկնածուները։ Այնպես է ստացվել, որ Աբովյան քաղաքում ՔՊ-ի ավագանու ցուցակը գլխավորում է Պավել Ցուգունյանը, ով մամուլի հրապարակումների համաձայն` հանդիսանում է շրջակա միջավայրի նախարար Ռոմանոս Պետրոսյանի կնոջ ազգականը։ 

Դեռեւս նախորդ տարվա նոյեմբերին մամուլում հրապարակում էր եղել այն մասին, որ Կոտայք ՋՕԸ-ում միջադեպ էր տեղի ունեցել, ըստ հրապարակման՝ Կոտայքի մարզպետ Ռոմանոս Պետրոսյանն իր թեկնածուին էր ցանկացել նշանակել ՋՕԸ պետի պաշտոնակատար, սակայն գյուղացիները դիմադրել էին, ծեծկռտուք էր սկսվել։ Լրատվամիջոցի տեղեկություններով՝ ՋՕԸ-ի նոր պետը՝ Գուրգեն Օսիպյանը, Ռոմանոս Պետրոսյանի ազգակիցն է, իսկ այդ պաշտոնում նրա նշանակմանն օգնել է Պետրոսյանի մեկ այլ բարեկամ՝ Պավել Ցուգունյանը։

Ռոմանոս Պետրոսյանն այս հրապարակման վերաբերյալ հերքման պահանջով էր հանդես եկել՝ հատ-հատ հերքելով դրանում տեղ գտած տեղեկությունները, սակայն Պավել Ցուգունյանի ու իր կապի մասին ոչինչ չէր գրել։

Ցուգունյանի աշխատանքային կարիերան, սակայն, դրանով չի սահմանափակվել. նա  աշխատել է որպես մարզպետի տեղակալի օգնական` այդ ընթացքում վարելով Հրազդան ԲԿ-ի վրա հաշվառված ավտոմեքենան, այնուհետև նշանակվել է Հայանտառ ՊՈԱԿ-ի տնօրենի պաշտոնակատար։ Ինչպես տեսնում ենք, Ցուգունյանի համար Ռոմանոս Պետրոսյանը ապահովել է այնպիսի կարիերային առաջընթաց, որին կնախանձեր անգամ Արգիշտի Քյարամյանը։ 2009-2016 թվականներին Ցուգուլյանն ընդհանրապես աշխատել է ՌԴ-ում, վերադարձել է Հայաստան հեղափոխությունից հետո և անմիջապես աշխատանքի անցել Ռոմանոս Պետրոսյանի բարձր հովանու ներքո:

Սակայն, դժվար չէ կռահել, որ Պետրոսյանը Ցուցունյանին առաջ է տանում նաև սեփական քաղաքական խնդիրները լուծելու և օրակարգը առաջ մղելու համար։ Ինչպես տեսնում ենք, Պետրոսյանը Աբովյանում կրած մեկ պարտությունից հետո փորձում է ռևանշի հասնել` այս անգամ կնոջ ազգականի տեսքով։ Հասկանալի է, որ Ցուգունյանի ընտրվելու դեպքում հենց Կոտայքի նախկին մարզպետն է լինելու Աբովյանի ստվերային զեկավարը` իր ձեռքում փաստացի ունենալով քադաքական ազդեցության բավական լայն զինարան ու լծակներ։
