Մամուլը հայտնել էր, որ ՀՀ կառավարության 2019 թ․ որոշման հիման վրա՝ պաշտպանված բնակարաններ եւ փոքր տներ ձեռք բերելու նպատակով սոցապնախարարությանը հատկացվել է գումար, հայտարարվել մրցույթ, որի արդյունքում կոնկրետ ընկերություն է հաղթել, սակայն գումարները հետագայում անհայտ ուղղությամբ են գնացել: Մինչ աշխատանքի եւ սոցիալական հարցերի նախարարությունը պետք է տարեցների համար պաշտպանված տներ ձեռք բերելու գործընթացը կազմակերպեր, իրավապահները ստուգումներ են իրականացրել եւ բացահայտել, որ նախարարության կողմից բնակարանները ձեռք են բերվել շուկայական արժեքից թանկ գներով: Արդյունքում` գործով կալանավորվել են նախարարության աշխատակիցներ եւ այս օրերին էլ գտնվում են կալանքի տակ:

Այդ ժամանակահատվածում սոցապ նախարարությունը, ինչպես գիտենք, գլխավորում էր ՔՊ-ական գործող պատգամավոր Զարուհի Բաթոյանը: Սակայն, իր իսկ խոսքերով` իրավապահներն իրեն ոչ հարցաքննության են կանչել, ոչ էլ բացատրություն տալու: Ավելին, նա պնդում է, որ տեղյակ չէր իր նախարարությունում տեղի ունեցող այդ խախտումներից, նույնիսկ չէր էլ կասկածում: Մի կողմ դնելով նախկին նախարարի կույր հավատը իր ենթակաների հանդեպ` հարցեր են առաջանում իրավապահներին: Նույնիսկ եթե Բաթոյանը իսկապես տեղյակ չի եղել իր քթի տակ տեղի ունեցող յուրացումներից, ինչը որևէ կերպ բացառել հնարավոր չէ՝ պատահում է, նա պատասխանատվության պետք է ենթարկվի աշխատանքային պարտականությունները թերի կատարելու համար, քանի որ նախարարության բյուջեի համար պատասխանատու է նախարարը և իր ենթակաների խախտումների համար՝ նույնպես: Հայաստանում, կարծես, ավանդույթ է դարձել՝ ողջ մեղքը բարդել այսպես ասած` մանր ձկների վրա, իսկ խոշորներին ջրից չոր դուրս բերել, ինչին էլ այժմ ականատես ենք լինում: Նախկին նախարարը ժողովրդավարական երկրում առնվազն պետք է կանչվեր բացատրություն տալու, էլ չենք ասում՝ մանդատը ինքնակամ կամ քաղաքական թիմի պրեսինգի տակ վայր դնելու մասին, զուտ բարոյական տեսանկյունից դա ճիշտ կլիներ: Նման մտադրություն ո՛չ Բաթոյանը, ո՛չ ՔՊ-ն չունեն: Հերթական անգամ ականատես ենք դառնում, թե ինչպես է իրավապահ համակարգը մատների արանքով նայում իշխանության ներկայացուցիչների հանցանքներին, բացթողումներին, թերացումներին և զանցանքներին:
