ՀՀ ԱԳՆ մամուլի քարտուղար Վահան Հունանյանը հայտարարությամբ է հանդես եկել այսօր Արցախում ադրբեջանական ԶՈւ կողմից խաղաղ բնակչի գերեվարման ու սպանության առիթով: Դրանում ասված է.

«Դեկտեմբերի 3-ին Արցախի Մարտունու շրջանի Ճարտար համայնքի մերձակայքում գյուղատնտեսական աշխատանքներ կատարելիս ադրբեջանական ստորաբաժանումների կողմից գերեվարվել և դիտավորյալ կերպով սպանվել է Ճարտարի բնակիչ Սեյրան Սմբատի Սարգսյանը։

Խստորեն դատապարտում և անթույլատրելի ենք համարում Ադրբեջանի զինված ուժերի կողմից միջազգային մարդասիրական իրավունքի նորմերի կոպտագույն խախտմամբ իրականացված քաղաքացիական անձի սպանությունը։

Հատկանշական է, որ Արցախի հայ քաղաքացիական բնակչության դեմ հարձակումներն ու ահաբեկման գործողությունները համակարգային բնույթ են ստանում, ինչը պաշտոնական Բաքվի՝ նախկինում Ադրբեջանի զինված ուժերի կողմից իրագործված նմանատիպ հանցագործություններն անհիմն պատճառաբանություններով արդարացնելու արդյունքն է, ինչը բերում է նմանատիպ վարքագծի կրկնության։

Վերջին շրջանում Արցախի քաղաքացիական բնակչության նկատմամբ ադրբեջանական զինված ուժերի կողմից իրականացված հանցագործությունները, Ադրբեջանի իշխանությունների կողմից վարվող հայատյացության և Արցախի հայաթափման ու էթնիկ զտումների քաղաքականության շարունակությունն են, ինչը ևս մեկ անգամ վկայում է, որ Արցախի հայերի ֆիզիկական անվտանգության ու կյանքի իրավունքի երաշխավորումն անհնար է Ադրբեջանի իրավասության կամ ենթակայության ներքո։

Այս և քաղաքացիական բնակչության նկատմամբ նախկինում իրականացված հարձակումների պատշաճ հետաքննությունը և մեղավորներին պատասխանատվության ենթարկելը կարող են նախադրյալներ ստեղծել՝ նմանատիպ հանցագործությունները հետագայում կանխելու համար»:
