Ռուսաստանի նախագահ Վլադիմիր Պուտինը Պետդումա է ներկայացրել «Ռուսաստանի Դաշնության քաղաքացիության մասին» հիմնական օրենքի նախագիծը։ Տեքստը հրապարակվել է Դումայի էլեկտրոնային տվյալների բազայում։

Օրինագծի համաձայն՝ Ռուսաստանի Դաշնության քաղաքացիությունը «միատեսակ է և հավասար՝ անկախ դրա ձեռքբերման հիմքերից», քաղաքացուն ոչ ոք չի կարող զրկել ՌԴ քաղաքացիությունից կամ այն ​​փոխելու իրավունքից։ «Ռուսաստանի Դաշնության քաղաքացու բնակությունը Ռուսաստանի Դաշնությունից դուրս չի դադարեցնում նրա քաղաքացիությունը»,- ասվում է տեքստում, «Ռուսաստանի Դաշնության քաղաքացին չի կարող արտաքսվել Ռուսաստանի Դաշնությունից կամ արտահանձնվել օտարերկրյա պետության»:

Նշվում է, որ Ռուսաստանի Դաշնության քաղաքացիության ոլորտում օրենսդրությունը «չի կարող պարունակել դրույթներ, որոնք սահմանափակում են անհատների իրավունքները սոցիալական, ռասայական, ազգային, լեզվական կամ կրոնական պատկանելության հիման վրա»: «Ռուսաստանի Դաշնությունը խրախուսում է Ռուսաստանի Դաշնությունում բնակվող քաղաքացիություն չունեցող անձանց կողմից Ռուսաստանի Դաշնության քաղաքացիություն ձեռք բերելը»,- ասվում է օրինագծում։
