Եթե այդպես է և նրանցից էր կախված ՀԱՊԿ աշխատեցնելը, ինչո՞ւ չէին աշխատեցնում այն ժամանակ, երբ ՀՀ ինքնիշխան տարածքի նկատմամբ կար ագրեսիա: Այս մասին NEWS. am-ի հետ զրույցում ասաց ՀՀ ԱԺ փոխնախագահ, «Հայաստան» խմբակցության պատգամավոր Իշխան Սաղաթելյանը` անդրադառնալով ԱԽ քարտուղարի հայտարարություններին:

Հիշեցնենք, որ Անվտանգության խորհրդի քարտուղար Արմեն Գրիգորյանը երեկ Հանրային հեռուստաընկերության եթերում հայտարարեց, որ Հայաստանն իրավունք չուներ իրեն նեղացած երիտասարդի պես պահել եւ Ղազախստանին ասել՝ դուք չեք արել, մենք էլ չենք անի։ Արմեն Գրիգորյանը նաեւ ընդգծել է, որ պատմության մեջ երեւի առաջին անգամ ՀԱՊԿ մեխանիզմները աշխատեցրել են, ցույց տվել, թե ինչպես պետք է աշխատի եւ հույս է հայտնել, որ եթե Հայաստանը հետագայում նման իրավիճակում հայտնվի, կստանա համապատասխան օգնություն ՀԱՊԿ-ից։

«Ես ՀՀ բարձրաստիճան պաշտոնյաների մտքերից վաղուց արդեն չեմ զարմանում։ Ի՞նչ է նշանակում՝ մենք կարողացանք առաջին անգամ ՀԱՊԿ-ը աշխատեցնել։ Եթե այդպես է և նրանցից էր կախված ՀԱՊԿ աշխատեցնելը, ինչո՞ւ չէին աշխատեցնում այն ժամանակ, երբ ՀՀ ինքնիշխան տարածքի նկատմամբ կար ագրեսիա, ընդ որում՝ այդ ագրեսիան դեռ ավարտված չէ, այսինքն այս պահին մեր տարածքում են գտնվում թշնամու զորքերը։ Եթե դա ԱԽՔ քարտուղարությունից էր կախված, ապա ինչու այն ժամանակ ջանքեր չէին գործադրում մեխանիզմներն աշխատեցնելու համար, թե՞ Ղազախստանի համար ավելի սրտացավ են։ Այսինքն գլուխ են գովում մի բանի համար, ինչի հետ ակնհայտ է, թե նրանք որքան կապ ունեն: Ի՞նչ է նշանակում նման իրավիճակ, այսինքն եթե Հայաստանում էլ ցույցեր լինեն, ՀԱՊԿ-ին խնդրելո՞ւ են։ Փաստն այն է, որ Հայաստանի տարածքի նկատմամբ եղել է ու կա ագրեսիա, և ՀՀ-ն չի կարողացել ՀԱՊԿ-ից ստանալ օգնություն։  Մինչև հիմա պարզ չէ՝ արդյոք մենք գրավոր ընթացակարգով, պատշաճ ձևով նոյեմբերին դիմել ենք ՀԱՊԿ-ին՝ օգնության ակնկալիքով։ Ղազախստանն այս ընթացքում ՀԱՊկ-ից ստացավ այն, ինչ իրեն հարկավոր էր, իսկ ՀՀ-ն չկարողացավ, ունենք անսկզբունք, անտեսակետ և անկարող իշխանություն, որը չի կարողանում պաշտպանել երկրի անվտանգությունը»,- ասաց Սաղաթելյանը։

Իշխան Սաղաթելյանը ընդգծեց, որ իրենք կարևորում են ՀԱՊԿ-ի գործունեությունը որպես անդամ երկիր և որպես անվտանգության համակարգ, որին մենք մաս ենք կազմում,  բայց նաև ակնկալում են փոխադարձ օժանդակություն մեր երկրի տարածքային ամբողջականությունը պաշտպանելու հարցում։

«Մենք կարծում ենք, որ Հայաստանը պետք է խոչընդոտ չհանդիսանար ՀԱՊԿ-ի կոնսենսուսային որոշման ընդունման համար՝ հաշվի առնելով նաև այն ակնկալիքները, որ ունենք այդ կառույցի հետ կապված։ Բայց զորախումբ ուղարկելու հարցում պետք է ձեռնպահ մնայինք՝ հաշվի առնելով, որ չկա ամբողջական ինֆորմացիա, վերլուծություն զորք ուղարկելու հետևանքների առումով, և Ղազախտանի վերաբերմունքը 44-օրյա պատերազմի ընթացքում և նրա հայտարարությունները»,- նշեց նա։
