Հունվարի 22-ից ուժի մեջ կմտնեն նոր սահմանափակումներ. ժամանցի, սննդի հանրային վայրեր այցելելիս պետք է ցույց տալ Covid-19-ի դեմ պատվաստման QR կոդը կամ թեստի բացասական արդյունքը հավաստող սերտիֆիկատ: ԼՈՒՐԵՐ․com-ի հետ զրույցում «Ռեստորանների ասոցիացիա» ՀԿ-ի նախագահ Աշոտ Բարսեղյանն այս որոշումը հակասահմանադրական է համարում․ «Թույլ չենք տալու առողջապահության նախարարությանը ողողել դաշտը անտրամաբանական և ապօրինի սահմանափակումներով։ Մենք ստուգում ենք մարդկանց արձագանքը և տեսնում, որ հասարակական ընդվզում կա։ Պետական պաշտոնյաները պնդում են՝ էս երկիրը էսպես ա անում, էն երկիրն էնպես ա անում, հիմա մենք պարզ տեսնում ենք, որ որոշ երկրներ գիտակցաբար սպանում են իրենց ռեստորանային և տուրիստական դաշտը։ Ուզում եմ հասկանալ՝ առողջապահության նախարարությունը և՞ս ընդունել է էդ գիծը և որոշել է իր երկրում սպանել այդ ոլորտները։ ԱՆ-ն միանձնյա որոշում է կայացնում և սահմանափակումներ մտցնում՝ չունենալով դրա լիազորությունները։ Եթե այդ ճանապարհն են ընտրել, ապա Էկոնոմիկայի նախարարը դրա մասին պետք է բացահայտ խոսի, որովհետև այն պարունակում է խիստ սոցիալական բաղադրիչ՝ ունենալու ենք նոր գործազուրկների մեծ բանակ»,- մտահոգություն հայտնեց Բարսեղյանը՝ ընդգծելով, որ Առողջապահության նախարարությունն ուղղակի կատարում է ԱՀԿ-ի հերթական հրահանգները:



«Ռեստորանների ասոցիացիա» ՀԿ-ն հանդես է գալիս հասարակական նախաձեռնությամբ՝ «Մենք չենք ստուգում QR կոդը»։ Աշոտ Բարսեղյանից հետաքրրքվեցինք՝ ի՞նչ է այն իրենից ենթադրում․ «Նախևառաջ պարզ չէ, թե կոդն ինչպես են ստուգելու։ Առողջապահության նախարարը ցույց տվեց հեռախոսը, ասաց էդպես պետք է ցույց տալ կոդը, այնինչ ինքն է հասկանում իրենց որոշման անլրջությունը և իրականացման անհնարինությունը։ Եթե այդպես է՝ մենք էլ հայտարարում ենք, որ կբոյկոտենք։ Արդեն հասկանալի է մարդկանց տրամադրվածությունը․ մեծամասնությունը հասկացել է որոշման պարտադրված լինելը։ Մենք շարունակելու ենք մեր բնականոն աշխատանքը, ինչպես նաև թույլ ենք տալու՝ մարդիկ ծխեն բացօթյա  տարածքներում։ Անտրամաբանական սահմանափակումները բերելու են կամ  դրանց չկատարմանը, կամ կոռուպցիոն ռիսկերի կտրուկ աճի։ Արդյունքում ՀՀ-ում ստեղծվել է պարադոքսալ իրավիճակ»,- նշեց «Ռեստորանների ասոցիացիա» ՀԿ-ի նախագահը։

Նրա խոսքով՝ բոլոր սահմանափակումներն ունեն ծանր հետևանքներ տնտեսական և սոցիալական առումներով․ «Չգիտեմ, թե ինչ շարժառիթներով են սահմանափակումներ մտցնում զարգացած երկրները, բայց նրանք վարվում են հետևյալ կերպ՝ պետական սուբսիդիաներ են նշանակում, թոշակ և այս կերպ փորձում են լուծել սոցիալական հարցեր: ՀՀ-ն մտցնում է սահմանափակումներ՝ առանց դրանց հետևանքները մեղմելու սոցիալական դաշտում»,- եզրափակեց Աշոտ Բարսեղյանը։
