Վտանգավոր լարվածությունը թուլացնելու նպատակով, կարծում եմ, որ ԱՄՆ-ն և ՌԴ-ն կսկսեն սպառազինության կրճատման շուրջ նոր բանակցություններ: Այս մասին իր ֆեյսբուքյան էջում գրել է ՀՀ ՊՆ նախկին փոխնախարար Արտակ Զաքարյանը:

«Վերջին ամիսներին արևմտյան հայտնի ու անհայտ լրատվամիջոցները գրում և խոսում էին հնարավոր «մեծ պատերազմի» մասին: Լարվածության դոզան դեռևս պահպանվում է, և կողմերի (ՌԴ-ԱՄՆ) գործողությունները քաղաքական-դիվանագիտական դաշտում առաջ չեն գնում: Կոնկրետ պայմանավորվածություններ կամ փոխադարձ ընդունելի հանգուցալուծում առայժմ չի նախանշվում:

Արևմուտքը շփոթված է այն բանից, որ Ռուսաստանն առանց կաշկանդվելու, ուկրաինական սահմանին ցուցադրում է իր ռազմական հզորությունը: Արևմուտքը վստահ էր, որ ՌԴ-ից ուժեղ է և´ բարոյապես, և´ տնտեսապես, և կարծում էր, որ լիբերալ արժեքների վրա հենված իր քաղաքականությունը հաղթելու է: Հիմա Արևմուտքը կարծես գիտակցում է, որ չի կարողանալու իր ճամբար տանել Ուկրաինաին, որի համար այդքան երկար նախապատրաստվել և կռվել էր ուկրաինական մայդաններում:

Ռուսներին հարվածելու կամ պատժելու կոչերով, Արևմտյան քաղաքական շրջանակներն ու ԶԼՄ ները դեռ կշարունակեն քաղաքական-տեղեկատվական պայքարը: Բայց այն ավելի շատ նմանվում է սեփական անորոշությունը գիտակցողի կողմից բարձրացված էմոցիոնալ աղմուկի:

Եթե Արևմուտքը քաղաքական կամք և իր ուժերի վրա վստահություն ունենար, ապա այսքան երկար ժամանակ չէր ձգձգի խնդիրը և Ուկրաինային կընդուներ ՆԱՏՕ-ի կազմ` առանց ռուսների ռազմական սպառնալիքները հաշվի առնելու:

Արևմտյան քաղաքականությունը ցույց տվեց, որ պատրաստ չէ մարտի բռնվել հանուն Ուկրաինայի, և փոխարենը ցանկանում է զինել նրան: Իսկ Ուկրաինայի ղեկավարությունը, կարծում եմ այդքան էլ անհեռատես չէ, և պետք է գիտակցի, որ վերջում կարող են լքել իրեն և գցել Աֆղանստանի օրը: Ռուսներին SWIFT համակարգից անջատել չեն կարող, որովհետև համամասնորեն կտուժվի նաև արևմտյան համակարգը: Իսկ «Հյուսիսային հոսք 2» -ից Գերմանիան չի հրաժարվի` առանց այդ էլ ահագնացող եվրոպական էներգետիկ ճգնաժամի պատճառով:

ԱՄՆ-ՌԴ ժնևյան երեկվա հանդիպումը վկայում է, որ հակամարտության հանգուցալուծում սպասել առայժմ պետք չէ, բայցևայնպես` ռազմական էսկալացիան ևս մեծ ռիսկ է, և կողմերը կխուսափեն դրանից «համատեղ ուժերով»:

Իսկ ի՞նչ է սպասվում:

ՆԱՏՕ-ի ընդլայնում դեպի Ուկրաինա և Վրաստան` ֆորմալ առումով չի լինի, սակայն հասկանալի պատճառով, Արևմուտքն այդ մասին չի հայտարարի: Արևմուտքի համար` արտաքինից գործընթացը չպետք է դիտարկվի որպես Ուկրաինայից հրաժարում կամ պարտություն: Ինչպես նաև նախկինում ասել էի, Գերմանիան և Ֆրանսիան չեն հրաժարվելու Վարաստանի և Ուկրաինայի անդամակցության դեմ դրված իրենց նախկին վետոյից: Արդյունքում` վտանգավոր լարվածությունը թուլացնելու նպատակով, կարծում եմ, որ ԱՄՆ-ն և ՌԴ-ն կսկսեն սպառազինության կրճատման շուրջ նոր բանակցություններ:

Այլընտրանքների բացակայության պատճառով, Եվրոպան շարունակելու է գազ ձեռք բերել Ռուսաստանից: Ինչպես նաև միասնական մոտեցման բացակայության պայմաններում` գլոբալ անվտանգությունյան փնտրտուքներում, Եվրոպան շարունակելու է ճոճվել ԱՄՆ-ի և սեփական շահերի միջև: Իսկ ուկրաինական հակամարտությունը կսառեցվի, այնպես ինչպես հետխորհրդային տարածքի մյուս կոնֆլիկտները:

Ինչ վերաբերում է Ռուսաստանին, ապա վերջինս կարծում եմ, ավելի շատ ուշսդրություն կսկսի դարձնել Մեծ Եվրասիայի անվտանգության նոր ճարտարապետության վրա, որտեղ ևս քիչ չեն ապագայի սպառնալիքները: Ուկրաինական հակամարտությունը, նույնիսկ սառեցվելուց հետո` տեսանելի ապագայում կշարունակի խոչընդոտել ՌԴ-Եվրոպա փոխկապակցված բազմապիսի շահերին»,- գրել է նա:
