ՀՀ ազգային ժողովի պաշտպանության և անվտանգության հարցերի մշտական հանձնաժողովի նախագահ Անդրանիկ Քոչարյանը, անդրադառնալով ՀՀ նախագահի պաշտոնից Արմեն Սարգսյանի հրաժարականի որոշմանը և հայտարարությանը, որ ինքը չի ունեցել բավարար լիազորություններ՝ ազդելու որոշակի գործընթացների վրա, հիշեցրեց սահմանադրական բարեփոխումների հանձնաժողովի ստեղծման մասին:

Քոչարյանն այս մասին ասաց ԱԺ-ում լրագրողների հետ զրույցում՝ անդրադառնալով Արմեն Սարգսյանի՝ Սահմանադրությամբ իրեն օժտված գործիքների մասին մտքին, դիտարկմանը, որ նախագահը չի կարող ազդել պատերազմին և խաղաղությանը վերաբերող հարցերի վրա:  

«Երբ խոսքը գնում է լիազորությունների պակասի մասին, պարոն Սարգսյանը շատ լավ գիտեր, որ սահմանադրական բարեփոխումների հանձնաժողով է ստեղծվում, և այդ խնդիրները դեռ ունենալու էին իրենց բնորոշ ընթացակարգերը: Եվ չսպասել այդ ընթացակարգերին կամ մասնակցություն չունենալ այդ պրոցեսներին, որը վերաբերում է նաև նախագահական ինստիտուտին և տալ հայտարարություն՝ հրաժարականի մասին, այդտեղ որևէ բացատրություն ակնկալել…իհարկե, կարելի է նաև տեսնել այն, ինչ, որ գոյություն չունի»,-ասաց Քոչարյանը:

Անդրադառնալով հարցին, թե արդյոք նախագահի նկատմամբ եղե՞լ են ճնշումներ՝ Քոչարյանը հարցով պատասխանեց. «Ինչպե՞ս եք պատկերացնում, ՀՀ նախագահի վրա ի՞նչ ճնշում»:

Ըստ Քոչարյանի՝ իշխանություններն ի գիտություն են ընդունել նախագահ Արմեն Սարգսյանի հայտարարությունը: «Գուցե, բացատրություններ ինքը կտա հետագայում կամ այս ընթացքում: Այս պահի դրությամբ ես չեմ լսել»,-ասաց նա:

Ընդհանուր առմամբ այս տարիներին գնահատելով Արմեն Սարգսյանի գործունեությունը՝ Քոչարյանն ասաց. «Ես կարծում եմ, որ մեր երկիրը իր նախագահ եղած ժամանակահատվածում ունեցավ նաև խորը ճգնաժամեր, հիշում եք հետպատերազմյան շրջանը, պատերազմից հետո ստեղծված իրավիճակը, այն որոշումները, որ արագ պետք է կայացվեին ԶՈՒ կադրային տեղաշարժի և փոփոխությունների առումով, մենք այդտեղ ունեցել ենք շատ ռիսկային պահեր: Եվ այդ ռիսկերը հաղթահարել ենք մեր ժողովրդի և գործող իշխանությունների համբերատար, ճիշտ, հավասարակշռված որոշումների արդյունքում»,-ասաց Քոչարյանը:

ՀՀ նախագահի հրաժարականի որոշման մասին հայտնի էր դարձել հունվարի 23-ին: Հրաժարականի հրապարակումից հետո 1 շաբաթվա ընթացքում Արմեն Սարգսյանը կարող է ետ վերցնել հրաժարականի դիմումը, իսկ, եթե հետ չի վերցնում հրաժարականի մասին իր դիմումը, ապա նրա լիազորությունների դադարեցման մասին կազմվում է արձանագրություն, որը ստորագրում և հրապարակում է ԱԺ նախագահը: Արձանագրության հրապարակման պահից հրաժարականը համարվում է ընդունված:
