Կա այլ՝ փակ օրակարգ՝ թուրքական նախապայմաններով, որի մասին ՀՀ դե ֆակտո իշխանությունը ոչինչ չի հայտնում․ թուրքագետ

Մայիսի 3-ին տեղի ունեցավ Թուրքիայի հատուկ բանագնաց Ս. Քըլըչի և ՀՀ դե ֆակտո թուրքամետ իշխանության ներկայացուցիչ Ռուբինյանի հերթական՝ երրորդ հանդիպումը Վիեննայում։ Այս մասին ֆեյսբուքում գրել է պատմական գիտությունների թեկնածու, թյուրքագետ Վարուժան Գեղամյանը.

«Հանդիպումից հետո որևէ պաշտոնական հայտարարություն չի արվել, այլ միայն վերահաստատվել է կողմերի պատրաստակամությունը «առանց նախապայմանների» հաստատելու դիվանագիտական հարաբերություններ։

Եթե իսկապես այդ հանդիպումները այլ՝ գաղտնի օրակարգ չունենային, այլ միայն կոչված լինեին կողմերի միջև դիվանագիտական հարաբերություններ հաստատելու, ապա դա կարվեր ժամանակակից աշխարհում ամենատարածված ձևով՝ երկու երկրները փոխանակվում են համապատասխան նոտաներով և վերջ։ Ավելին՝ հաշվի առնելով, որ հենց Թուրքիան է, որ չի հաստատում հարաբերություններ ու դնում նախապայմաններ՝ փակ պահելով սահմանը, առավել ևս բանակցելու որևէ այլ խնդիր չկար հայկական կողմի համար։

Սակայն ակնհայտ է, որ կա այլ՝ փակ օրակարգ թուրքական նախապայմաններով, որի մասին ՀՀ դե ֆակտո իշխանությունը ոչինչ չի հայտնում, և, որպես կանոն, մենք իմանում ենք գործընթացի միայն որոշ մանրամասներ թուրքական մեդիայի կամ թուրք պաշտոնյաների հայտարարությունների շնորհիվ (վերջին նմանատիպ օրինակը Չավուշօղլուի կողմից ՀՀ-Թուրքիայի սահմանների վերասահմանազատման «անակնկալն» էր)։

Միաժամանակ կարելի է պնդել նաև, որ Հայաստանի և Թուրքիայի միջև որևէ համաձայնություն կկնքվի միայն այն ժամանակ, երբ որևէ պայմանագիր/համաձայնագիր ստորագրվի Հայաստանի և Ադրբեջանի միջև։ Այս երկու գործընթացները կապված են միմյանց՝ խիստ որոշակի հերթականությամբ. սկզբից Հայաստանը պետք է Ադրբեջանի հետ «համաձայնվի»՝ զիջելով Արցախն ու նոր նվաճված տարածքները ՀՀ-ում, ապա որպես «նվեր» Թուրքիան ՀՀ հետ կհաստատի դիվհարաբերություններ ու սիմվոլիկ կերպով կբացի որևէ անցակետ։ Իսկա դրանից հետո կդրվեն նոր նախապայմաններ։

Այդ թվում հենց այս թուրքական նախապայմանների կատարման դեմ են դիմադրում փողոցներում ու հրապարակներում հավաքված տասնյակ հազարավոր մարդիկ։

Հայաստան-Թուրքիա գործընթացի քողի տակ պատրաստվող երկրորդ կապիտուլիացիայի մասին մի փոքր ավելի մանրամասն խոսել եմ Ռադիո Սպուտնիկի հետ հարցազրույցում (հղումը մեկնաբանություններում)»։
