Հայաստանի Հանրապետության 2019-2022 թթ․ հակակոռուպցիոն ռազմավարության երկրորդ ոլորտը վերաբերում է կոռուպցիայի կանխարգելմանը։ Այս ոլորտին ուղղված գործողությամբ նախատեսված է գույքի, եկամուտների և շահերի հայտարարագրման համակարգի կատարելագործում, ծախսերի հայտարարագրման համակարգի ներդրում։ Սակայն, հպանցիկ հայացքը հեղափոխական պաշտոնյաների հայտարարագրերին խորը կասկածներ է առաջացնում կապված այդ ներդրված համակարգի կայացման հետ։ Նիկոլ Փաշինյանը խոստանում էր բացառել կոռուպցիոն ռիսկերը և ստանալ աշխարհի ամենակատարյալ հայտարարագրման համակարգը։ Ակնհայտ է, որ ինչ-որ բան այնպես չի գնացել...
 
Դիցուք` ՔՊ-ական պատգամավոր Թագուհի Ղազարյանը չի հայտարարագրել ոչ միայն ծախսերը, այլ նաև որևէ շարժական կամ անշարժ գույք։ Կարելի էր ենթադրել, որ պատգամավորն այդ դեպքում առնվազն վարձակալում է անշարժ գույք, իսկ դրան ուղղված ծախսն էլ հենց պետք է նեռարվեր հայտարարագրի համապատասխան կետում, մի բան, ինչը Ղազարյանի դեպքում բացակայում է։
 
Տավուշի մարզպետ Հայկ Ղալումյանը 2021 թվականին ձեռք է բերել Mitsubishi մակնիշի ավտոմեքենան, ինչպես հասկանում ենք դրա դիմաց կլորիկ գումար վճարելով, որը ակնհայտորեն գերազանցում է 1 միլիոն դրամը։ Սակայն, ծախսերի հատվածում Ղալումյանի հայտարարագրում կրկին դատարկություն է։
 
ՔՊ-ական պատգամավոր Արմեն Խաչատրյանի մոտ էլ մի փոքր այլ իրավիճակ է, վերջինս թեև բարեհաճել է հայտարարագրել 50 հազար ԱՄՆ դոլարի ծախս, սակայն չի բարիհաճել նշել, թե այդ ինչ ճոխ ծախս է և ինչին է ուղղվել։
 
ՊՎԾ պետ Ռոմանոս Պետրոսյանի 2019 թվականի հայտարարագրում նշվում է 35,000,000.00 չափով ստացած վարկը, որի մարմանն ուղղված գումարները պետք է դիտարկվեին որպես ծախս և հայտարարագրվեին, սակայն, ոչ 2020 թվականի, ոչ էլ 2021 թվականի հայտարարագրերում այդ մասին չի հիշատակվում։ Մնում է ենթադրել, որ Պետրոսյանի վարկը այդպես էլ մնացել է չմարված, միայն թե հարց է` ինչպես են այդպիսի անպատասխանատու վարկառուին 2021-ին կրկին վարկ տվել։
 
Վայոձ Ձորի մարզպետ Արարատ Գրիգորյանը չի հայտարարագրել ոչ շարժական, ոչ էլ անշարժ գույք։ Նույնը վերաբերվում է նրա տիկնոջը։ Տրամաբանական եզրահանգում է հղանում, որ ընտանիքը այդ անշարժ գույքը վարձակալում է, մինչդեռ ծախսերի տողում անշարժ կամ շարժական գույքի վարձակալությանն ուղղված որևէ ծախս չենք տեսնում։
 
ՔՊ-ական պատգամավոր Արփի Դավոյանը 2020 թվականի հայտարարագրում նշել է 25,991,000.00 դրամի չափով վերցրած վարկը, մինչդեռ 2021 թվականի հայտարարագրում ծախսերի մասով որևէ նշում չկա:
 
Ինչպես տեսնում ենք` ՔՊ-ական պաշտոնյաներն այնքան էլ համաձայն չեն Նիկոլ Փաշինյանի այն մտքի հետ, որ Հայաստանում պետք է հաստատվի հայտարարագրման աշխարհի ամենակատարյալ համակարգը և նախընտրում են աշխատել հին մեթոդներով....
