«Իշխանությունն ուզում է կանխել օնիկգասպարյանների՝ Զինված ուժերի վերնախավում հայտնվելը»

Զինված ուժերի գլխավոր շտաբի պետը կլինի պաշտպանության նախարարի առաջին տեղակալը. Ազգային ժողովը, 58 կողմ ձայնով, երկրորդ ընթերցմամբ և ամբողջությամբ ընդունեց  Պաշտպանության մասին օրենքում կառավարության ներկայացրած փոփոխությունների փաթեթը։  Ըստ այդմ,  Զինված ուժերի գլխավոր շտաբի պետը կլինի պաշտպանության նախարարի առաջին տեղակալ, բայց նա չի լինի նախարարին փոխարինող անձը։

Սովորաբար գերատեսչության ղեկավարի բացակայության պայմաններում առաջին տեղակալն է նրան փոխարինում, բայց Կառավարությունը դա հիմնավորում է այն պնդմամբ, թե փոփոխությունն անում են բանակի ղեկավարման արդյունավետության բարձրացման նպատակով։ Այստեղ հարց է առաջանում, թե ինչ միտվածություն ունի  այս փոփոխությունը, եթե  ոչ պատերազմական ժամանակահատվածում  ըստ ՀՀ սահմանադրության՝  Գլխավոր շտաբի պետը ենթակա է ՀՀ պաշտպանության նախարարին:

ՀՀ ԱԺ  «Պատիվ ունեմ» խմբակցությունից Պաշտպանության հանձնաժողովի անդամ Տիգրան Աբրահամյանը  ԼՈՒՐԵՐ.com-ի հետ զրույցում  նշեց, որ  իշխանության այս որոշումը զուտ  քաղաքական բնույթ է կրում: 

«Դա քաղաքական որոշում է, քանի որ իշխանությունը կարծում է, որ պետք է ՀՀ ԶՈՒ գլխավոր շտաբը,  Գլխավոր շտաբի պետին  առավելագույն ձևով դարձնի վերահսկելի: Սա տարօրինակ է այն առումով, որ առանց այդ էլ օրենքներն ու սահմանադրությունը կարգավորումներ տալիս են Զինված  ուժերի գլխավոր շտաբի և շտաբի պետի գործունեության  ու առաքելության վերաբերյալ,  և եթե կա նման նպատակ, կառավարման համակարգն աղճատելու անհրաժեշտություն ուղղակի չկար:  Ցանկացած պարագայում՝ նույնիսկ հին օրենքով, գլխավոր շտաբի վերադասը, ըստ էության, պաշտպանության նախարարն էր: Երկրորդ՝ պետական կառավարման համակարգում նախարարը,  նախարարի տեղակալները  քաղաքական պաշտոններ են, և նույնիսկ  այն պարագայում, երբ իշխանությունը նախաձեռնել է որպես բացառություն իրականացնել  այդ փոփոխությունը՝ օրենքում այդ բացառությունը սահմանել, դրանով իրավիճակը չի փոխվում»,-ասաց Աբրահամյանը:  

Նրա խոսքով՝ այս փոփոխությամբ առաջանում են քաղաքացիական վերահսկողության, կառավարման  խնդիրներ:

«Այս իշխանությունն ահավոր սարասափում է համազգեստով  և ուսադիրներով մարդկանցից,  փորձում է նրանց ամեն կերպ դարձնել վերահսկելի: Նրանք  այս փոփոխությունը  ձևակերպում են որպես  զինված ուժերում կատարվող  բարեփոխում, որը ամենամեծ խայտառակությունն է: Այսինքն՝ փորձում են զինված ուժերը առավելագույնս հարմարեցնել իրենց, բայց անունը դնել բարեփոխում»,-նշեց Աբրահամյանը:  

Ըստ Աբրահամյանի՝ իշխանության մտքում Գլխավոր շտաբի նախկին պետ Օնիկ Գասպարյանի հայտնի հայտարարությունն է:

«Նրանք կարծում են, որ այս ձևով կարող են կանխել  հաջորդիվ պայմանական  օնիկգասպարյանների՝  Զինված ուժերի գլխավոր շտաբի վերնախավում կամ հրամանատարությունում հայտնվելը: Սա ուղղակի աբսուրդային է»,-եզրափակեց  Տիգրան Աբրահամյանը:
