Փոխվարչապետ Մհեր Գրիգորյանը մասնակցել է Ֆրանսիայի Հանրապետության Ազգային տոնի կապակցությամբ Ֆրանսիայի դեսպանությունում կազմակերպված միջոցառմանը: Փոխվարչապետը հանդես է եկել ելույթով:

«Թույլ տվեք Հայաստանի կառավարության և անձամբ իմ անունից ջերմորեն շնորհավորել Ֆրանսիայի Ազգային Տոնի կապակցությամբ։

Ավելի քան երկու դար առաջ ֆրանսիացի ժողովուրդը բացեց մարդու իրավունքների և ժողովրդավարական հենքով ապագայի նոր ուղի. դրանից ի վեր Ֆրանսիական մեծ հեղափոխության համամարդկային բարձր արժեքները շատ երկրների համար դարձան օրինակելի ուղեցույց:

Հայ-ֆրանսիական բարեկամությունն ունի դարերի պատմություն. հայերն ու ֆրանսիացիները միասին են եղել իրենց պատմության կարևոր և փորձություններով լի բազմաթիվ շրջադարձերում։ Մենք երբեք չենք մոռանա, որ 20-րդ դարի սկզբին Ֆրանսիան եղբայրական ձեռք մեկնեց ցեղասպանությունը վերապրած տասնյակ հազարավոր հայերին, ովքեր գտան իրենց երկրորդ հայրենիքը:

Մեր երկու երկրների բարեկամությունը կարևոր հիմք դարձավ` հաստատելու բարձր մակարդակի քաղաքական երկխոսություն, ինչպես նաև արդյունավետ ու սերտ համագործակցություն բոլոր առանցքային ոլորտներում:

Հայ ժողովուրդը երախտապարտ է Ֆրանսիային Հայաստանի կենսական շահերի և հայ ժողովրդի հիմնարար իրավունքների պաշտպանությանը մշտապես ուշադիր և հետամուտ լինելու համար։

Հայաստանը մեծապես կարևորում է ԵԱՀԿ Մինսկի խմբի համանախագահության ձևաչափով Ֆրանսիայի ներգրավումը Լեռնային Ղարաբաղի հակամարտության վերջնական և արդար կարգավորման գործընթացում: Առանձնակի շնորհակալություն եմ ուզում հայտնել հումանիտար աջակցության համար, որ ցուցաբերեց բարեկամ Ֆրանսիան Արցախյան 44-օրյա պատերազմի ընթացքում և դրանից հետո:

Պետք է նշեմ, որ հայ-ֆրանսիական բարձր մակարդակի քաղաքական երկխոսությանը զուգահեռ այժմ մենք ջանքեր ենք գործադրում մեր տնտեսական համագործակցության զարգացման ուղղությամբ, ինչին նպաստում է նաև անցյալ տարի ստորագրված 2021-2026 թվականների համար հայ-ֆրանսիական տնտեսական համագործակցության ճանապարհային քարտեզը:

Չեմ կարող չընդգծել հայ-ֆրանսիական հարաբերություններում մշակույթի և գիտակրթական ոլորտում համագործակցության առանձնահատուկ դերը:

Բարձր ենք գնահատում կրթության ոլորտում համագործակցությունը, մասնավորապես առանձնահատուկ ուշադրության է արժանի Հայաստանում գործող Ֆրանսիական համալսարանը: Իր հերթին մեզ համար նաև ոգևորիչ է Փարիզում և վերջերս Լիոնում բացված Թումո կենտրոնների առկայությունը:

Կարևորում եմ նաև ապակենտրոնացված մակարդակով Հայաստանի և Ֆրանսիայի միջև ձևավորված սերտ համագործակցությունը, որում նշանակալի ավանդ ունի երկու երկրների 30-ից ավելի ՏԻՄ-երի միջև փոխգործակցությունը:

Որպես Եվրոպական միության Արևելյան գործընկերության անդամ՝ բարձր ենք գնահատում Ֆրանսիայի աջակցությունը Եվրոպական միության հետ համագործակցության ընդլայնման գործում:

Ամփոփելով խոսքս ցանկանում եմ ևս մեկ անգամ շնորհավորել Ձեզ՝ տիկին դեսպան, դեսպանության անձնակազմին, Ֆրանսիայի Կառավարությանն ու բարեկամ ժողովրդին այս տոնական օրվա կապակցությամբ՝ մաղթելով բարգավաճում և բարօրություն:

Առիթից օգտվելով՝ ուրախ եմ նաև արձանագրելու, որ այս տարի տոնում ենք հայ-ֆրանսիական դիվանագիտական հարաբերությունների հաստատման 30-ամյակը, ինչի կապակցությամբ հարատևություն եմ մաղթում հայ-ֆրանսիական բարեկամությանը։
