ԱՀ ՄԻՊ Գեղամ Ստեփանյանը գրում է․

«2022թ. օգոստոսի 1-ից Արցախի Հանրապետության տարբեր ուղղություններով ադրբեջանական կողմը վարել է ագրեսիվ ռազմական գործողություններ՝ կիրառելով տարբեր տրամաչափի զինատեսակներ, նռնականետեր, հարվածային անօդաչու թռչող սարքեր։

Այս ամենը կատարվում է այն պարագայում, երբ 2020 թվական նոյեմբերից կողմերի համաձայնությամբ հաստատվել է հրադադար և Արցախում տեղակայվել են ռուսական խաղաղապահ ուժեր՝ Արցախի ժողովրդի խաղաղությունն ապահովելու համար։

Սա խոսում է այն մասին, որ խաղաղություն Արցախում պատշաճ կերպով չի հաստատվել, իսկ ադրբեջանական կողմը չի կատարում հայտարարությամբ ստանձնած պարտավորությունները՝ ամենատարբեր առիթներ օգտագործելով ուժի կիրառմամբ այս կամ այն հարցերի շուրջ զիջումներ պարտադրելով։

Ադրբեջանն իր ցանկացած պահանջ զուգորդում է ուժի կիրառմամբ կամ ուժի կիրառման սպառնալիքով՝ կոպտորեն խախտելով միջազգային իրավունքի հիմնարար դրույթները։

Տարբեր հարցերի վերաբերյալ տարվող բանակցությունների ընթացքում հայկական կողմը ստիպված է լինում գնալ զիջումների, որի հետևանքով կոպտագույն ձևով խախտվում են մարդկանց ամենատարրական իրավունքները՝ ընդհուպ կյանքի իրավունքը։ Ռուսական խաղաղապահների չհաստակեցված մանդատի և խիստ սահմանափակ թվակազմի պատճառով փխրուն ու հարաբերական խաղաղությունը պարբերաբար վտանգվում է։ Իսկ Արցախի ժողովուրդն իր իրավունքների պաշտպանության համար նորից պայքարում է միայնակ։

Միջազգային տարբեր դերակատարների կողմից պարբերաբար հնչում են խաղաղության հաստատմանն աջակցող հայտարարություններ։ Որտե՞ղ է այդ աջակցությունը։ Որտե՞ղ են համանախագահող երկրների իրական քայլերը տեղում մարդկանց իրավունքները պաշտպանելու, մարդկանց կյանքերը փրկելու, մարդկանց խաղաղ կենսագործունեությունն ապահովելու հարցում։ Որտե՞ղ են ՄԱԿ֊ի, ԵԽ֊ի կամ ԵԱՀԿ֊ի գործողությունները։ Թե՞ ամեն ինչ ուղղակի սին խոսքերի մակարդակում է։

Աշխարհի այլ կետերում տեղի ունեցող հակամարտությունների վերաբերյալ միջազգային մեդիան մեկ րոպե անգամ չի լռում, միջազգային կազմակերպությունները հանդես են գալիս հայտարարություններով, աննկարագրելի ծավալների աջակցություն են ցուցաբերում, իսկ Արցախի ժողովրդին, որ տասնյակ տարիներով ուղղակի պայքարում է ադրբեջանական բռնապետության դեմ, անտեսում են։
Միջազգային կառույցների հարգելի՛ գործընկերներ, ձեր անհետևողականության, հակամարտությունը փորձագիտական դաշտում քննարկելուց այն կողմ չանցնող գործողությունների հետևանքով Ադրբեջանը իրեն անպատժելի է զգում ու դիմում է ամենատարբեր լկտիությունների։

Միթե՞ կարելի է այսքան բացահայտ երկակի ստանդարտներով առաջնորդվել, միթե՞ կարելի է քաղաքական շահերից կուրանալ ու անտեսել մարդկանց ու նրանց իրավունքները»։
