 ՀՀ պետական եկամուտների կոմիտեի հետաքննության և օպերատիվ հետախուզության վարչությունն իրեն վերապահված գործառույթների շրջանակներում մշտապես ոլորտային հսկողություն է իրականացնում հարկային իրավախախտումների կանխման ու բացահայտման ուղղությամբ։

Ինչպես հայտնում են ՊԵԿ-ից, այս անգամ վարչության դիտակետում էին հայտնվել Հայաստանի Հանրապետության տարածք բենզինի և դիզելային վառելիքի ներմուծումներ  իրականացնող տնտեսվարող սուբյեկտները, որոնց նկատմամբ իրականացված միջոցառումների նախապատրաստական և ստուգողական աշխատանքների արդյունքում ստացվել են օպերատիվ տվյալներ այն մասին, որ Իրանի Իսլամական Հանրապետությունից դեպի Հայաստանի Հանրապետության տարածք բենզինի և դիզելային վառելիքի խոշոր ներմուծումներ իրականացնող որոշ կազմակերպություններ, հարկեր չվճարելու ուղղակի դիտավորությամբ, նախօրոք մշակում են մեխանիզմներ և փորձում իրացնել դրանք։

Իրանական բեռնատարների մի շարք վարորդներ, վառելիքի բաքերում կուտակելով բեռնափոխադրման համար նախատեսված չափերից մի քանի անգամ ավելի դիզելային վառելիք, նախապես ձեռք բերված պայմանավորվածությունների համաձայն, առանց համապատասխան փաստաթղթերի, այն վաճառում են  Սյունիքի մարզում գործող բենզինի և դիզելային վառելիքի լիցքավորման կայաններին։

Լիցքավորման կայաններն էլ, կուտակելով համապատասխան խմբաքանակները, առանց համապատասխան ձևակերպումների, դրանք  վերավաճառել  են ՀՀ-ում վառելիքի ներկրումներով զբաղվող խոշոր կազմակերպությունների։

Օպերատիվ տվյալների համաձայն խոշոր ներկրող կազմակերպություններից որոշներն Իրանի Իսլամական Հանրապետությունից Հայաստանի Հանրապետության տարածք ներմուծած վառելիքը, առանց համապատասխան փաստաթղթերի, վերավաճառել են Հայաստանի տարածքում, սակայն փաստաթղթերով ձևակերպել են, որ դրանք տեղափոխել և վաճառել են Արցախի Հանրապետությունում գործող կազմակերպություններին։

Ձեռնարկված համալիր օպերատիվ-հետախուզական միջոցառումների արդյունքում վառելիքի ներմուծումներով և վերավաճառքով զբաղվող տնտեսվարող սուբյեկտներից մի քանիսի մոտ արդեն իսկ արձանագրվել են առանց համապատասխան փաստաթղթերի վառելիքի մատակարարումների և տեղափոխությունների խախտման դեպքեր։ Վերջիններիս նկատմամբ կկիրառվեն համապատասխան պատասխանատվության միջոցներ։

ՊԵԿ  հետաքննության և օպերատիվ հետախուզության վարչությունը բենզինի և դիզելային վառելիքի ներմուծումներ իրականացնող կազմակերպություններին հորդորում  է ամբողջությամբ հայտարարագրել հարկման օբյեկտներն ու  հարկման բազաները, ինչպես նաև դրանց հաշվարկման համար հիմք հանդիսացող սկզբնական հաշվապահական հաշվառման փաստաթղթերը և պահպանել հարկային կարգապահությունը։
