 Հայաստանում շուրջ 2500 հաշմանդամություն ունեցող անձ հնարավորություն կունենա օգտվելու անձնական օգնականի ծառայությունից: Պետությունը պատրաստվում է հաշմանդամություն ունեցող անձանց համար ներդնել անձնական օգնականի ինստիտուտը: ՀՀ աշխատանքի և սոցիալական հարցերի նախարարի տեղակալ Տաթևիկ Ստեփանյանը նշեց, որ անձնական օգնականի ծառայությունը մատուցվելու է ՀՀ պետական բյուջեի միջոցներով:

Շահառուների շրջանակը ներառում է ամենակարիքավոր խումբը. անձնական օգնականի ծառայություն կարող է տրամադրվել հենաշարժական, տեսողական և հոգեկան խնդիրներով ֆունկցիոնալության խորը աստիճանի սահմանափակում ունեցող այն անձանց, ում ընտանիքը հաշվառված է նաև ընտանիքների անապահովության գնահատման համակարգում:

«Անձնական օգնական կարող է լինել ցանկացած չափահաս անձ, նաև հաշմանդամություն ունեցող անձի ընտանիքի անդամը: Նրանք բոլորը պարտադիր պետք է անցնեն համապատասխան վերապատրաստում: Անձնական օգնականները վարձատրվելու են ժամավճարով՝ 1050 դրամ, ինչը հնարավոր է վերանայվի»,-ասաց Տաթևիկ Ստեփանյանը: Եթե նման չափով ժամավճարը պահպանվի, ապա մոտ 5 մլրդ դրամ բյուջեից կնախատեսվի այս կարիքների համար:

Նոր կարգավորումն ուժի մեջ է մտնելու 2024 թվականի հունվարի 1-ից, սակայն մինչ այդ,  որոշ համայնքներում այն արդեն իսկ ուժի մեջ կմտնի պիլոտային ձևաչափով: Նպատակը համակարգի խութերը վերհանելն է, մեխանիզմների գործունակությունը ստուգելն է, գուցե պարզեցնելու, բարելավելու կարիք լինի:  

Հաշմանդամություն ունեցող անձանց կարիքները տարբեր են, հետևաբար նրանց մատուցվող անձնական օգնականի ծառայությունը պետք է լինի կոնկրետ՝ յուրաքանչյուրի կարիքներին համահունչ:  

«Մեկին, օրինակ, աջակցության կարիք է լինելու տանը, որ ճիշտ ժամանակին ընդունի իր դեղահաբերը, մյուսին պետք է օգնել աշխատավայր ուղեկցելու հարցում, մեկ այլ անձ կարիք կունենա իր համար գնումներ կատարելու և այլն: Այսինքն՝ ինչպես տեսնում եք, կարիքները տարբեր են»,-ասաց նախարարի տեղակալը:

Տաթևիկ Ստեփանյանը տեղեկացրեց, որ ոչինչ առանց թիրախային խմբի հետ համաձայնեցնելու, առանց նրանց հետ քննարկելու չեն նախաձեռնում: Նա նկատեց, որ այս ծրագիրը նաև հնարավորություն է տալիս հաշմանդամություն ունեցող անձին խնամող ընտանիքի անդամին վերադառնալ աշխատաշուկա, հմտությունները զարգացնել: Մարդկային կապիտալի զարգացման տեսանկյունից շատ կարևոր է յուրաքանչյուր քաղաքացուն աջակցելը, աշխատաշուկայում ներառելը՝ օգտագործելով մասնագիտական ներուժը:
