Արցախի նախագահ Արայիկ  Հարությունյանը սեպտեմբերի 2-ին ուղերձ է հղել Արցախի Հանրապետության օրվա առթիվ: 

«Սիրելի՛ հայրենակիցներ,

1991 թվականի սեպտեմբերի 2-ը հայ ժողովրդի պատմության մեջ մտավ որպես ճակատագրական ու վճռորոշ օր: Ժողովրդական պատգամավորների ԼՂԻՄ մարզային և Շահումյանի շրջանային խորհուրդների համատեղ նստաշրջանն ընդունեց Արցախի Հանրապետության անկախության հռչակագիրը՝ ի լուր աշխարհի ազդարարելով հայկական երկրորդ հանրապետության կազմավորման մասին: Պահը պատմական էր, ժողովրդի ազատ ու անկախ ապրելու որոշումը՝ անխախտ, կամքը՝ անկոտրում, ոգին՝ անպարտելի:

Սակայն, միջազգային իրավունքի նորմերին ու սկզբունքներին համապատասխան ժողովրդավարական պետություն կառուցելու մեր ճանապարհը լի էր անասելի փորձություններով ու դժվարություններով:

2020 թվականի 44-օրյա պատերազմը հայ ժողովրդի համար դարձավ մի նոր արհավիրք՝ խլելով մեր հազարավոր քաջազուն որդիների կյանքը, խեղելով բազմաթիվ ճակատագրեր: Մենք երախտապարտ ենք Հայրենիքի անկախության ու հայ ժողովրդի արժանապատիվ գոյության համար իրենց կյանքը զոհաբերած բոլոր նահատակներին. խոնարհվում ենք նրանց պայծառ հիշատակի ու հպարտ հարազատների առջև:

Մայր Հայրենիքի հետ Արցախի կապն այսօր ապահովում է «Լաչինի միջանցքի» նոր երթուղին, որի անվտանգությունը մեր Հանրապետության համապատասխան կառույցների հետ ապահովում են Ռուսաստանի Դաշնության խաղաղապահ ուժերը: Մենք խորապես շնորհակալ ենք մայր Հայաստանում և Սփյուռքում ապրող մեր հայրենակիցներին՝ մշտապես ցուցաբերվող զորակցության համար, Ռուսաստանի Դաշնությանն՝ Արցախում ստանձնած մեծ առաքելության համար, և բոլոր այն պետություններին, քաղաքական ու հասարակական գործիչներին, որոնք այս բոլոր տարիներին եղել են մեր կողքին՝ հավատարիմ մնալով արդարության, մարդասիրության ու ժողովրդավարության համամարդկային արժեքներին:

Արցախի ժողովուրդը 31 տարի հետո էլ հաստատակամորեն ու վճռական հայտարարում է, որ, ի հեճուկս ժամանակի բոլոր փորձությունների, հավատարիմ է իր ընդունած որոշմանը, հավատարիմ է իր ընտրած ուղուն, որն անշրջելի է ու անխափան:

Արցախը պետք է միշտ լինի կանգուն, լինի հայկական և շարունակի իր ընթացքը անկախության ճանապարհով»:
