Հաշվի առնելով Ռուսաստանի Դաշնության ներդրումը պատերազմը կագնեցնելու հարցում և հետպատերազմյան երկու տարիներին խաղաղապահ առաքելության նշանակությունը Արցախի վերականգնման գործընթացում՝ Նախագահ Արայիկ Հարությունյանը հայտարարել է, որ չի պատկերացնում Արցախի ապագան առանց Ռուսաստանի Դաշնության ներկայության: Ինչպես գրում է Արցախպրեսսը, Հանրային հեռուստատեսությանը տված հարցազրույցի ընթացքում,  Արցախի Հանրապետության նախագահ նախագահ Հարությունյանը, հատկապես ներկա աշխարհաքաղաքական իրողություններում, երբ Արցախի համար կարևոր խնդիր է անկախությունն ու ինքնորոշման իրավունքը, կարևորել է Ռուսաստանի Դաշնության դերակատարությունը որպես դրանց երաշխավոր:

«Կարող է հարց առաջանալ այն մասին, որ պարբերաբար Հայաստանի և Արցախի իշխանությունները հայտարարում էին՝  Արցախի անվտանգության երաշխավորը հանդիսանում է Հայաստանը, սակայն  կոնֆլիկտն արդեն Հայաստան-Ադրբեջան, կամ Արցախ-Ադրբեջան հարց չէ: Այստեղ, ցավոք, արդեն վաղուց կոնֆլիկտը շատ ավելի խորը հիմքեր ունի: Կա Շուշիի դեկլարացիա` Ադրբեջան-Թուրքիա,   44-օրյա պատերազմում Թուրքիայի դերակատարությունը, որը  տարածաշրջանում վաղուց շատ ավելին է, քան մինչ պատերազմն էր: Դրա համար ոչ միայն խաղաղապահ առաքելությունն ենք պատկերացնում, այլ նաև շատ ավելի վստահելի այլ երաշխիքներ էլ  ենք ակնկալում Ռուսաստանի Դաշնության կողմից: Մենք այսօր, իհարկե, ողջունում ենք միջազգային հանրության ակտիվությունը, և նաև նշում, որ Ադրբեջանի հետ մեր հետագա բանակցություններում կամ հարաբերություններում միջազգային հանրության ներկայությունը կարևոր է, բայց ուզում եմ ուղիղ ասել` ես Արցախի ապագան՝ առանց ՌԴ երաշխավորության, կասկածի տակ եմ տեսնում»,-հավելեց Հարությունյանը:

Հարցին, թե ինչ է սպասվում 3 տարի անց, երբ կլրանա ՌԴ խաղաղապահ զորակազմի՝ Արցախում գտնվելու ժամկետը, Հարությունյանը պատասխանեց․ «Ես նշել եմ, որ Արցախի ապագան, առաջին հերթին անվտանգության խնդիրների լուծման առումով, առանց Ռուսաստանի Դաշնության չեմ պատկերացնում, և մեր ռազմավարությունում հենց  դա է դրված։ Չեմ կարող ասել, թե ինչ ճանապարհով է լինելու՝ խաղաղապահ առաքելության ժամկետի երկարացման, թե այլ ձևաչափով․․․ինձ թվում է Ռուսաստնի ղեկավարությունն արդեն որոշ ժամանակ հետո դրա մասին կհայտարարի»։
