Արդարադատության նախարարության նախաձեռնությամբ տեղի է ունեցել ոստիկանական գվարդիայի ձևավորման վերաբերյալ քննարկում՝ նախարարի տեղակալ Արփինե Սարգսյանի գլխավորությամբ, որին մասնակցել են պաշտպանության փոխնախարար Արման Սարգսյանը, ոստիկանության զորքերի հրամանատար, փոխոստիկանապետ Հայկ Բաբայանը, պետական մարմինների, միջազգային կառույցների և քաղաքացիական հասարակության ներկայացուցիչներ:

ԱՆ-ից հայտնում են, որ բացման խոսքում նախարարի տեղակալ Արփինե Սարգսյանը ընդգծել է ոստիկանության ոլորտի նախանշված բարեփոխումների շարունակականության ապահովումը՝ նշելով, որ այս հանդիպմամբ զարկ է տրվում ոստիկանական գվարդիայի ձևավորման աշխատանքների պլանավորմանը, ինչը չափազանց սպասված է: Գվարդիան ընդգրկելու է ոստիկանության զորքերը, ոստիկանության պետական պահպանության գլխավոր վարչությունը և ուղեկցող գումարտակները:

Ըստ այդմ՝ գվարդիան, ըստ էության, սպասարկելու է հիմնական հետևյալ գործառույթները՝ հասարակական կարգի պահպանությունը և հասարակական անվտանգության ապահովումը, պետական և կարևորագույն նշանակության օբյեկտների պահպանությունը, հատուկ բեռների տեղափոխման անվտանգության ապահովումը, բարձրաստիճան պաշտոնատար անձանց, ինչպես նաև պետական արարողակարգով նախատեսված օտարերկրյա պատվիրակությունների, ներկայացուցիչների անվտանգության ապահովմանը աջակցելը:

Անդրադառնալով միավորվող կառույցներին՝ Սարգսյանը նշել է նաև, որ ներկայում ոստիկանության զորքերին բնորոշ է արտաքին անվտանգության և իրավակարգի ապահովման պետական ֆունկցիաների (համապատասխանաբար արտաքին և ներքին) զուգակցում, որը չի բխում ոստիկանության առջև օրենքով դրված խնդիրներից:

Ոստիկանության զորքերում ծառայություն անցնելու կարգը գտնվում է ռազմաիրավական օրենսդրության տիրույթում և լինելով ոստիկանության կառուցվածքային ստորաբաժանում՝ ծառայությունն իրականացվում է «Զինվորական ծառայության և զինծառայողի կարգավիճակի մասին» օրենքով և դրանից բխող ենթաօրենսդրական ակտերով: Ուստի անհրաժեշտ է ոստիկանական զորքերի ապառազմականացում և «մաքուր» ոստիկանական ծառայության իրականացում գվարդիայի տանիքի ներքո:

Սարգսյանը փաստել է, որ ավելի ընդհանրական՝ գվարդիայի ձևավորումը և դրա ներքո դիտարկվող ոստիկանության զորքերի ապառազմականացումը վերաբերում են ոստիկանական ինստիտուտի մշակութային ու իրավական ապառազմականացմանը: Այս փոփոխությունը պահանջելու է կառուցվածքային և օրենսդրական փոփոխություններ, որոնք վերաբերելու են ֆունկցիոնալ բազայի վերանայմանը, կառուցվածքի փոփոխությանը, կադրերի ներգրավման կարգի փոփոխությանը, սոցիալական երաշխիքների վերանայմանը, կադրերի կրթության մեխանիզմի փոփոխությանը: Մշակվելու է հստակ ճանապարհային քարտեզ՝ ժամանակացույցով և պատասխանատուների շրջանակով:
