ՀՀ նախկին ԱԳ նախարար Զոհրաբ Մնացականյանն իր թվիթերյան միկրոբլոգում գրառումների շարք է կատարել ՀՀ ինքնիշխան տարածք Ադրբեջանի ներխուժման հարցում ՀԱՊԿ-ի դիրքորոշման, ինչպես նաև Արցախի ճակատագրի վերաբերյալ:

Անդրադառնալով Հայաստանին օգնության հարցով ՀԱՊԿ Հավաքական անվտանգության խորհրդի արտահերթ նիստում Բելառուսի նախագահ Ալեքսանդր Լուկաշենկոյի ելույթին՝ Մնացականյանը գրել է. «ՀԱՊԿ-ն իր անդամների համար ամեն ինչ է, բայց ոչ հավաքական անվտանգություն: Բելառուսն այն բացահայտորեն վերածում է Ադրբեջանի հավաքական անվտանգության կազմակերպության։ Բելառուսի հետ կապված իրավիճակի զավեշտն այն է, որ թեև նրանք դաշնակիցներ են ՀԱՊԿ-ում, բայց նաև Չմիավորման շարժման անդամներ են։ Ինչպիսի կատակ»:

Զարգացնելով թեման՝ ՀՀ նախկին ԱԳ նախարարը հավելել է.«Բելառուսի բռնապետի հիմար դատողությունները և հուզական պոռթկումները վտանգավոր են, քանի որ նա փորձում է ուրիշներին գցել իր մակարդակին և նրանց փորձ տալ: Իհարկե, նա իր շրջապատում նախընտրում է ադրբեջանցի «յուրայինին»։ Աշխարհի բռնապետե՛ր, միավորվե՛ք»:

Այնուհետև դիվանագետը նշել է, որ «փաստը մնում է փաստ, որ ՀԱՊԿ անդամ Հայաստանի ինքնիշխան տարածքը շարունակում է օկուպացված մնալ Ադրբեջանի կողմից»: Ըստ Մնացականյանի՝ «ցանկացած խաղաղ բանակցություններ՝ առանց Հայաստանի անհապաղ և ամբողջական ապաօկուպացման հարցը լուծելու, խաղաղության ծաղր են»:

«Արցախի դիտարկումը՝ առանց նրա ժողովրդին սպառնացող իրական, շոշափելի, գոյաբանական սպառնալիքի անդրադառնալու, նախերգանքն է այն զանգվածային հանցագործություններին օժանդակման և աջակցման ակտի, որն Ադրբեջանը պատրաստ է իրականացնել։ Նրանք բավականին նախազգուշական նշաններ են տալիս նման միտումների համար», - եզրափակել է Մնացականյանը։

Հիշեցնենք, որ Լուկաշենկոն օրերս ՀԱՊԿ Հավաքական անվտանգության խորհրդի արտահերթ նիստում ընդգծել է, որ Հայաստանի և Ադրբեջանի միջև հակամարտությունը պետք է լուծվի հիմա, քանի դեռ իշխանության է Իլհամ Ալիևը, որի հետ, ըստ Լուկաշենկոյի, հնարավոր է բանակցել։

«Հարցը շատ զգայուն ու նուրբ է, այնպես չէ, որ մի կողմից ՀԱՊԿ-ն ու մենք՝ ՀԱՊԿ անդամներս ենք, մյուս կողմից՝ Ադրբեջանը: Երկու երկիրն էլ մեզ բարեկամ են, մենք ԱՊՀ անդամ ենք Ադրբեջանի և Հայաստանի հետ, մենք շատ սերտ կապեր ունենք և ուղղափառ Հայաստանի, և մուսուլմանական Ադրբեջանի հետ... Ադրբեջանը թշնամի կամ հակառակորդ չէ ՀԱՊԿ պետությունների ղեկավարների համար։Ես հաստատում եմ նախագահ Պուտինի ասածը, որ և՛ Հայաստանը, և՛ Ադրբեջանը մեզ համար հարազատ պետություններն են, և սա իրադրության յուրահատկություն է, որը մենք չենք կարող անտեսել»,- ասել էր Լուկաշենկոն:
