Էներգետիկ ճգնաժամ, վախ ատոմային էներգետիկայի հանդեպ, հանրային դժգոհություն- դասեր, որ Մեծ Բրիտանիան կարող է քաղել 1990-ականների Հայաստանից Բրիտնական The Telegraph պարբերականն այսպես է վերնագրել Հայաստանի չորրորդ նախագահ Արմեն Սարգսյանի նոր հոդվածը, որում որոշակի համեմատություններ են արվում 1990-ականների Հայաստանի վիճակի և Մեծ Բրիտանիայի ներկայիս դրության միջև։

«Հետխորհրդային երկիրը ելք գտավ իր աղետալի ճգնաժամերից։ Մեծ Բրիտանիայի վարչապետ Ռիշի Սունակն, անկասկած, կարող է լուծումներ գտնել Բրիտանիայի՝ ավելի մեղմ խնդիրներին»,- այսպես է հոդվածը սկսել Հայաստանի չորրորդ նախագահը։ Նա վերհիշել է 1990-ականների Հայաստանը, որտեղ երբեմնի «լույսերի քաղաք» հռչակված Երևանը 1991-1995 թվականներին բախվել էր էներգետիկ լուրջ ճգնաժամի: Հայերի կողմից այդքան սիրելի ծառերը հատվեցին՝ որպես վառելանյութ։

Ընտանիքները փայտի վրա ճաշեր էին պատրաստում, իսկ երեխաները կարդում էին մոմի լույսի ներքո։ Հիվանդանոցներն աշխատում էին մի քանի ժամվա էլեկտրաէներգիայով: Մինչև Խորհրդային Միության փլուզումը Հայաստանի էներգետիկ կարիքները լիարժեքորեն բավարարվում էին տեղական ատոմային ու հիդրոէլեկտրակայաններով, ինչպես նաև՝ Ռուսաստանից ներմուծվող էժան գազով։ Սակայն 1988 թվականի ավերիչ երկրաշարժից հետո հասարակական դժգոհությամբ պայմանավորված, փակվեց ատոմային էլեկտրակայանը»,- հիշում է Արմեն Սարգսյանը՝ նշելով, որ դա ավելի շատ հուզական , քան՝ ռացիոնալ որոշում էր, քանի որ ատոմային էլեկտրակայանը երկրաշարժից չէր տուժել։

Կարճ ժամանակ անց՝ Խորհրդային Միության փլուզումից հետո Հայաստանը զրկվեց նաև ռուսական գազից՝ այլևս կախված մնալով տարատեսակ օտար աղբյուրներից... Հայաստանի չորրորդ նախագահը նշում է, որ այսօր Մեծ Բրիտանիայի վարչապետին բաժին են հասել խնդիրներ, որոնք այլ տեսակ փորձություն են այդ երկրի համար։ «Սակայն արդյունավետությունը, խելացի կառավարումը, կարգապահությունը և վճռականությունն ամենուր են գնահատելի:

Ակնհայտ բոլոր տարբերություններով հանդերձ՝ այն, ինչ տեղի է ունենում Մեծ Բրիտանիայում, այնքան էլ տարբեր չէ այն իրավիճակից, որին Հայաստանը ստիպված էր դիմակայել մոտ երեք տասնամյակ առաջ»,- նշում է Արմեն Սարգյանը: Արմեն Սարգսյանի խոսքով՝ Մեծ Բրիտանիան այսօր ունի ներուժ իրեն որպես էներգիայի նոր աղբյուրների ուսումնասիրման ու զարգացման առաջամարտիկ վերադիրքավորելու համար։ «Նման ջանքերը կպահանջեն նաև ազնվորեն հաշվի նստել նախկին որոշումների հետ...

Դասը մեկն է՝ չի կարելի անտեսել էներգիայի ստացման և ոչ մի աղբյուր՝ լինի դա նավթը, գազը, ջրածինը, թե՝ ատոմային, արևային կամ քամու էներգիան, եթե այն կարող է օգնել հաղթահարելու ներկայիս ճգնաժամը»: Հանրությունը կարող է դիմանալ դժվարություններին, եթե խնդրահարույց հարցերում լինի հստակություն: Եւ հենց սա է կառավարության գործառույթը՝ օգնել խոցելի խմբերին, թափանցիկ լինել հանրության հետ, ներկայացնել առկա մարտահրավերներն ու ջանասիրաբար խրախուսել ոչ ստանդարտ գաղափարները, որոնք կօգնեն այս երկրին առաջատար դիրք զբաղեցնել դեպի ածխածնազերծ աշխարհ տանող երթում»,- եզրափակել է նախագահ Սարգսյանը։
