Հայաստանն առաջարկում է ՀԱՊԿ Հավաքական անվտանգության խորհրդի որոշմամբ արագացնել ադրբեջանական կողմի հետ անհրաժեշտ քաղաքական և դիվանագիտական աշխատանքը՝ ուղղված Հայաստանի Հանրապետության ինքնիշխան տարածքից ադրբեջանական զորքերի անհապաղ և անվերապահ դուրսբերմանը իրենց սկզբնական դիրքեր՝ 2021 թ. մայիսի 11-ի դրությամբ։ Այս մասին ՀԱՊԿ Հավաքական անվտանգության խորհրդի նիստին հայտարարել է ՀՀ վարչապետ Նիկոլ Փաշինյանը։

«Նման դիրքորոշումը կարևոր է ոչ միայն Հայաստանի Հանրապետության տարածքային ամբողջականությունը վերականգնելու, այլև Ադրբեջանին մեր երկրի դեմ հետագա ագրեսիվ գործողություններից զսպելու համար։ Այն, որ Հայաստանի տարածքային ամբողջականության դեմ Ադրբեջանի նոր ագրեսիայի վտանգը պահպանվում է, ս.թ. հոկտեմբերի 28-ին ՀԱՊԿ Հավաքական անվտագության խորհրդի արտահերթ նիստում հայտնել է ՀԱՊԿ գլխավոր քարտուղար Ստանիսլավ Վասիլիի Զասը։ Այս պայմաններում իրավիճակի քաղաքական հստակ գնահատականի բացակայությունը և վերը նշված որոշումը չկայացնելը կարող է նշանակել ոչ միայն ՀԱՊԿ-ի կողմից դաշնակցային պարտավորություններից հրաժարում, այլ նաև Ադրբեջանի կողմից մեկնաբանվել որպես ՀԱՊԿ-ի կողմից կանաչ լույս Հայաստանի դեմ հետագա ագրեսիայի համար։

Իսկ դա հակասում է ՀԱՊԿ հիմնարար փաստաթղթերի ոչ միայն տառին, այլև ոգուն ու իմաստին։ Ուստի, սրանից ելնելով, հարգելի գործընկերներ, այս պահին կարծում եմ, որ ստորագրման ներկայացված «ՀԱՊԿ Հավաքական անվտանգության խորհրդի հռչակագրի և Հայաստանի Հանրապետությանը օժանդակություն ցուցաբերելու համատեղ միջոցառումների մասին» նախագիծը բավականաչափ վերջնական տեսքի չի բերվել, և այս տեսքով, ամենայն հարգանքով, ես պատրաստ չեմ ստորագրել այս փաստաթղթերը»,- ասել է նա։
