Բրազիլիան մտահոգված է Լաչինի միջանցքում տեղաշարժի ազատության սահմանափակման հանգամանքով։ Ճանապարհով անցնելու իրավունքը կարևորագույն սկզբունքներից է, որն ամրագրված է 2020 թվականի նոյեմբերի 9-ի եռակողմ հայտարարության մեջ։ Այս մասին հայտարարել է Բրազիլիայի ներկայացուցիչը ՄԱԿ-ի Անվտանգության խորհրդի նիստում, որում քննարկվում էր Լաչինի միջանցքում ստեղծված իրավիճակը։

«Ցանկացած խոչընդոտում, անկախ պատրվակից, վտանգում է Լեռնային Ղարաբաղի բնակիչների բարօրությունը և սպառնալիք է Հայաստանի և Ադրբեջանի միջև հաշտեցման գործընթացի համար։ Այս հակամարտությունն արդեն հազարավոր մարդկային կյանքեր է խլել։ Դժբախտաբար, վերջին մի քանի օրերի լարվածությունը կա, բայց բարեբախտաբար, այն չի հանգեցրել բռնի գործողությունների։ Մենք կողմերին կոչ ենք անում, որպեսզի կոշտ հռետորաբանությունը չմեկնաբանվի որպես մարտական գործողությունները վերսկսելու նշան», - ասել է ՄԱԿ-ում Բրազիլիայի ներկայացուցիչը։

Դիվանագետը կարևոր է համարել հաղորդակցության ուղիները բաց պահելը և վստահության ամրապնդման  միջոցառումներ որդեգրելը, որպեսզի օբյեկտիվորեն պարզաբանվեն փաստերը, և գտնվեն պրագմատիկ լուծումներ։

«Մենք ի գիտություն ենք ընդունում ՌԴ միջնորդական ջանքերը, որոնք նպաստել են, որ վերականգնվի շրջանի գազամատակարարումը։ Մենք կոչ ենք անում մյուս անդամներին հավասարապես կառուցողական վարքագիծ ցուցաբերել, որպեսզի ճգնաժամի սրացումը կանխարգելվի, և հնարավոր լինի խուսափել մարդասիրական իրավիճակի վատթարացման վտանգներից», - ասել է Բրազիլիայի ներկայացուցիչը, ապա հավելել, որ 2020 թ.-ի նոյեմբերի 9-ի հայտարարության մեջ նախնական ճանապարհային քարտեզ կա խաղաղության կառուցման համար։

«Շատ կարևոր է, որպեսզի կողմերը ձեռնպահ մնան այնպիսի գործողություններից, որոնք կարող են այդ համաձայնագրի դրույթների խախտում առաջացնել, որպեսզի ապահովվեն պատշաճ պայմաններ, որոնց առկայության դեպքում հնարավոր կլինի բարեհաջող իրականացնել սահմանազատման և սահմանագծման եռակողմ հանձնաժողովի աշխատանքը», - եզրափակել է ՄԱԿ-ում Բրազիլիայի ներկայացուցիչը։
